Hong Kong was ranked the 15th least corrupt place amongst 177 countries and territories surveyed in the Corruption Perceptions Index (CPI) 2013 released by Transparency International (TI), is generally acclaimed for being one of the cleanest places in the world,ranked 2nd in Asia,after Singapore.

The Independent Commission Against Corruption (ICAC) of Hong Kong was established according to Independent Commission Against Corruption Ordinance on 15 February 1974, a disciplinary force and law enforcement agency to function independently and be directly accountable to the Chief Executive.Its main aim was to fight corruption , using a threepronged approach of law enforcement, prevention and education.It’s respondents in the initial stage was limited to civil servants, and later extended to public institutions, and includes all the private sector.

Controlling assets of over HK$4.3 million, Peter Godber, a Chief Police Superintendent, was under investigation in 1973. It was suspected that his unearned wealth had been obtained from corrupt means. But Godber managed to slip out of the territory undetected during the week given to him by the Attorney General to explain the source of his assets. Godber's escape unleashed a public outcry. Protesters with slogans like "Fight Corruption, Arrest Godber" insisted that Godber be extradited to stand trial.

In the 1960s and 70s,corruption was rampant in the public sector. Corruption was particularly serious in the Police Force. Many in the community had fallen victim to corruption. And yet, they swallowed their anger. Corruption had become a major social problem in Hong Kong and the community's patience was running thin. Public resentment escalated to new heights when a corrupt expatriate police officer under investigation was able to flee Hong Kong. The case proved to be the last straw.

The Independent Commission Against Corruption (ICAC) was established in February 1974. The ICAC's first important task was to bring Godber to justice. In early 1975, Godber was extradited from England to stand trial. The charges were a conspiracy offence and one of accepting bribes. Godber was found guilty on both counts and sentenced to four years' imprisonment. 廉政公署在一九七四年二月 正式成立。廉署成立后第一 个重要的任务，就是要把葛 柏逮捕返港。一九七五年初， 廉署成功将葛柏由英国引渡 回港受审。结果，葛柏被控 串谋贪污及受贿，罪名成立， 判处入狱四年。
