SMS is a tools in order to prevent human errors as well as technical failures.What is the content of quality system on your vessel ?and where do you get it ?: QUALITY SYSTEM FOR VESSELS CONSISTS OF THE FOLLOWING MANUALS: VESSEL MANUAL; SAFETY MANUAL; VESSEL RESPONSE PLAN; DUTY PLANS, PROCEDURES, CHECKLISTS ; FORMS AND ARTICLES ; CIRCULAR LETTERS ; CARGO SECURING MANUAL. They are SOLAS, means the Safety of Life at Sea; MAPOL means the Prevention of Pollution from Ships ; and STCW means Standards of Training, Certification and Watchkeeping for SeafarersHow do you handle the waste oil and oily bilge on your vessel ?: All of the operation regarding to oil and oily bilge discharge in Engine room must comply with the technical regulations of the MARPOL Convention Annex 1.About Waste oil, The discharge of oil is completely forbidden underway . We always transfer the waste oil to the waste oil tank, and then these oil should be transfered to incinerator service tank, finally burned at incinerator. If more waste oil produced, we have no choice but store theresidual oil to the tank and transfer them to the shore reception facilities when the ship alongside.About the oil bilge from machine space.we always keep them at the bilge water tank first. and when the ship is far from land more than 12 miles, the bilge water can be transfered to overboard through the oily water separator. meantime something must pay attention. such as: oil discharge monitoring and control systems on used ; the oil content must be less than 15 ppm ; completely forbidden discharge at some special areas , like the Mediterranean Sea, the Black Sea, the Baltic Sea, the Red Sea, the "Gulf Area" ; the Oil Record Book must be filledproperly.How do you handle the sewage onship?: About sewage discharge, we must the follow the requirement of MARPOL convention Annex 4 .Ships are not permitted to discharge sewage within 4 miles of the nearest land, unless they have in operation an approved treatment plant. Between 4 and 12 miles from land, sewage must be comminuted and disinfected before discharge.How do you dispose the garbage on your ship ?:The disposal of garbage onboard must comply the requirement of MARPOL Annex 5. The specific item are: the plastics is forbidden into the sea; the dunnage and packing material can't be throwed to sea within 25 miles from nearest land ; The food and other garbage including paper,rag,glass, metal, bottle can't be throwed to sea within 12 miles from nearest land ; the garbage ground and Diameter no more than 25mm can be throwed outside of 3 miles from nearest land ; The notice board must be showed onship and gabage record book must filled properly .But in fact operation onship, we usually store different kinds of garbage to the relevant barrel. The specific item are:release NOx, must comply the requirement from regulation; SOx control must keep Sulphur Contents in HFO Max 4.5%. Generally operation onship, we should receive the qualified Fuel when bunking and the spare parts for use should meet the standard of IMO.Do you have better suggestion to deal with the inspection from the port state officer?: The inspection from the port state is a special Measures to Enhance Maritime Safety, It come from the SOLAS Chapter 11.I think that Port State control inspections are normally limited to checking certificates and documents. if certificates are not valid or if there are clear grounds for believing that the condition of the ship or of its equipment, or its crew, does not meet the requirements, a more detailed inspection may be carried out. To cope with the inspection by PSC, I think the following must be pay attention. Crew members should be aware of their duties indicated in the muster list; English communicationsability must be improved; fire,oil spill and abandon ship drills must be train regularly; familiarity with the ship's damage control and fire control plans; bridge, cargo and machinery operations must be familiar; and ability to understand manuals and other instructions.Can you tell me the procedure when you sign on your new ship? or what do you do first when you step on your new ship ?-: According to the requirement from STCW convention,Every time we join a new ship we need to undergo the basic safety familiarisation. Generally we should follow the safety officer to familiarize with ship when we touch on board. Basic safety familiarisation gives information and instruction about what to do in the case of an emergency. It include :1. understand safety symbols, signs and alarm signals2. know the duty indicated at muster list.3. identify muster stations, sopep locker.4. identify escape route.5. locate and wear life jackets6. use fire extinguishers7. clear the Emergency procedures for man overboard, fire,oil spill and abandon ship。
