公共事业管理专业（医事法学专业方向）(四年制)本科培养计划Undergraduate Program for Public Health Management Specialty(4-year’s schooling)一、培养目标Ⅰ. Educational Objectives培养具有良好素质的能适应我国卫生事业发展需要的医药卫生管理专门人才，这种素质确保其毕业后能够从事卫生管理、医院管理、卫生解决分析和评价等工作，保证他们有适当的基础能够进行终身学习和在医药卫生管理领域内进一步深造。
This program aims at cultivating the specialized personnel of good quality in the management of clinical medicine and public health who can adapt to the needs of the development of public health in our country. This kind of quality guarantees that they, after graduation, will be able to be engaged in health management, hospital administration, health analysis-solution and appraisal, and so on and guarantees that they have the proper foundation to carry on lifelong learning and advanced studies in medicine and health management.二、基本规格要求II．Basic standard required本专业学生应掌握医学的基础理论、基本知识；掌握卫生管理学的基础理论、基本知识和基本技能；具有利用行为科学、社会科学的研究方法开展科学管理和科学研究的能力。
毕业生应获得以下的态度、知识和技能：Students of this specialty should master the basic theory and knowledge in clinical medicine and the basic theories, knowledge, and skills in the science of health management; the students should also have the ability of developing scientific management and the scientific research by using the research techniques of behavioral science and social science.Graduates should acquire the following attitude, knowledge and skills:态度目标1.树立科学的世界观、人生观和价值观，具有爱国主义和集体主义精神，愿为卫生管理科学事业发展贡献力量。

3.掌握现代管理学以及卫生管理、卫生经济、医院管理的基础理论，了解各学科的新进展。
4.掌握法学基础理论和基本知识，熟悉我国基本法律制度和医疗卫生领域的相关法律、法规，了解其新进展，能指导未来的卫生管理工作。
5.掌握卫生诉讼与卫生监督的基础理论，并能指导诉讼与监督实践工作。
6.掌握医疗机构管理的相关法律知识，重点掌握医事侵权的基础理论，熟悉医疗事故认定的标准与原则，能指导具体实践工作。
Knowledge requirements1.Master basic theories and knowledge of basic medical science, clinical medicine, public health and preventive medicine.2.Get familiar with basic guidelines and policy for the development of public health in our country, know the basic conditions of health system, main characteristics and development trend.3.Understand the basic status, the main characteristics and the development tendency in health system so as to meet the need of reform in health system.4.Master the elementary theory of law and basic knowledge, know well China’s basic laws and regulations, especially the laws and regulations about health, know the advances in health legislation and use the acquired knowledge to direct the future health management work.5.Master the basic theory of health litigation and health supervision, and can use these knowledge in practice of health litigation and supervision.6.Master the knowledge of health facilities management, especially the basic theory of medical tort, know well the judgment standards and principles of medical malpractices, and can use these knowledge to direct practice.技能目标1.掌握公文写作和科技写作等相关知识，具有熟练地进行日常公文处理的能力。
2.掌握常用办公设备的操作和办公软件的应用，具有熟练地进行办公室日常工作的能力。
3.具有利用卫生统计的方法和统计软件，熟练进行数据资料统计分析的能力。
4.具备运用医事法学理论与方法指导医疗卫生管理的能力。
5.熟悉卫生监督的基本程序，具备规范书写卫生监督文书的能力。
6.熟悉卫生诉讼的基本程序，具备规范书写相关诉讼法律文书的能力。
7.熟悉医疗事故处理的基本程序，具备依法处理医患纠纷的能力。
8.具有较好的科学管理思维、组织协调、沟通交流与表达的能力。
9.掌握一门外语, 具有较强的交流和阅读能力。
Skills requirements1.Master the correlative knowledge of management secretary writing, documental writing and technical writing and have the ability of handling daily routine work skillfully.2.Make application of the commonly used office equipment and office software; and be proficient in dealing with the office routine work.3.Have the ability to collect, process, and analyze information by means of information technology, and the ability of self-study and innovation.4.Have the ability of employing health law’s theory and methods to steer health management.5.know well the health supervision’s basic procedures and be able to write the health supervision paper.6.know well the health litigation’s procedures and to be able to deal with the disputes between hospital and patient.7.Possess good ability of the scientific management thought, organizing coordination, communication and expression.8.Have the preliminary ability of scientific research on the health management.9.Grasp a foreign language; have strong communicating and reading ability.三、培养特色Ⅲ．Program Features将现代管理科学知识、医学知识与卫生事业相结合，体现交叉学科的综合素质培养，注重培养学生的实践能力、社会责任感。
