In the management of ship’s production, life and administration, the master is the leader. The master is also the general director during the management and operation of the ships’ safety and anti-pollution. SMS documents clearly stipulate the responsibilities and authority of the master, and the companyaddresses that sufficient support from the coast should be available to ensure the master’s performing his duty.SMM--0520 船长的责任Responsibilities of the master船长的职责在国际公约、海上安全法、海商法和有关法规中有具体规定，船长必须熟悉国内外相关规定是取得船长职位的必要条件。
船长的特殊使命也表现在对SMS在船运行负全面责任，包括组织计划、实施运行以及内审、复查、监控和向公司报告。
为保持SMS在船有效运行，船长有责：There are particular stipulations about the responsibilities of the master in the international conventions, safety law at sea, maritime law, and relevant reg ulations. The master’s special duty is that he should be responsible for all-round operation of SMS, including organizing, planning, executing, internal audit, reviewing, supervising and reporting to the company. In order to maintain the effective operation of the SMS on ships, the master is responsible to:1.在船贯彻执行公司的安全与环保方针Put the company’s safety and environment protection policy into practice on board.船长有责熟知该方针和SMS文件，全面计划、统筹安排、勇于实践，使SMS在船有效运行，确保船舶、人员和财产不受损失、环境不受污染；The master have the responsibility to have a good know of the policy and SMS documents, make comprehensive plans, arrange well and dare to practice, in order to ensure the effective operation of SMS and prevent ships, staffs and property from suffering damage and protect the environment frompollution;2.以简明方式发布相应指令Publish corresponding orders in the brief and clear way船长有责及时发布命令或指令，提出要求、规范操作、指导行动，按时完成阶段性指标或突击性任务，保持SMS在船有效运行；The master has the responsibility to publish commands or orders, put forward requirements, standardize the operation, guide the action, complete the periodical target or sudden task, and maintain the effective operation of SMS;3.激励船员遵守方针实现目标Encourage the seamen to comply with the policy and realize the aim船长有责通过培训、教育、考核、奖惩等手段，提高船员的安全意识、操作技能，鼓励、调动和增强船员的积极性，为实现方针、目标而努力；The master is responsible to improve seamen’s sense of safety and operation techniques through training, educating, examining and rewards and punishment and such like. He should encourage and motivate the seamen to try their best to achieve the policy and aim;4.定期核查SMS文件的执行情况Periodically check the implementing of SMS documents船长有责要求船员认真执行文件的各项规定，并以文件规定为依据开展安全自查。
当船上发生事故、险情和不符合规定情况时，要按文件规定的程序和须知认真进行调查、分析及采取纠正措施；The master is responsible to require the seamen to exercise every regulation of the documents earnestly, and carry out safety self-checking based on the documents. The master should investigate, analyze and take correction measures according to the proceeds of the documents and notices, when non-conformity , accident or miss risk occurs;5.及时复查SMS并按规定向公司报告Review SMS in time and report to the company according to the rules船长有责定期评价和及时复查SMS在船运行情况，按SMS文件规定向公司主管部门或人员作各种报告。
公司特别要求：船长在离任前应将复查结果报告公司及向接任船长移交。
The master is responsible to assess periodically and review the operation of SMS on board, and report to the departments or persons in charge according to SMS documents. The company requires especially that the master should report the outcome of the reviewing to the departments in charge and deliver over it to the next master before leaving his post.SMM--0530 船长的权力The authority of the master1.船长有权按公司部署制定SMS在船运行计划，确保SMS文件在船按规定实施, SMS在船有效运行；The master has the authority to work out the plan of SMS’s operation on board according to the company’s arrangement, to ensure the implementing SMS documents properly and SMS operate effectively;2.船长有权按SMS文件规定和公司授权，建立和实行本船的奖罚措施，激励船员搞好安全和防污染工作；The master has the authority to establish and execute rewards and punishment measures to encourage the seamen to well do the safety and anti-pollution work, according to the SMS documents and company’s authority;3.船长有权发布指令或命令，统一工作步调，规范船上操作，开展对船舶和设备的检查、维护，以及提出在紧急事态下维护大局和整体利益的某些强制性要求；The master has the authority to publish commands and orders, unify the working pace, standardize the operation on board, check and maintain the ships and equipments and suggest some mandatory requirements to preserve the whole situation and entire interest at emergent moments;4.船长有权按SMS规定在船实施监控、评价和复查，并向公司报告；The master has the authority to conduct supervision, assessment and review on board and report to the company according to SMS;5.船长有权根据其工作经验和专业判断，对危及船舶、人员、财产和环境的局面采取决定性行动，并不受任何常规的、非常规的规定或处置程序的影响。
