In terms of future development, Baoshan’s government has stated plans to become a modern riverside district by 2020, serving as Shanghai’s northern logistics base, an international shipping center, and a world-class center for the steel industry. Development will follow three geographical divisions. The southern part of the district, bounded by Shanghai’s outer ring road (A20), is considered Baoshan’s urban area and its development will focus on the service industry, research & development, port logistics, and residential facilities. The central part, between Shanghai’s outer ring road and the northern suburbs, will focus on the service and logistics industries, including commerce, offices, and education. Plans for the northern part of Baoshan, an industrial zone, will focus on the further development of the steel industry, with Baosteel as its core.

Baoshan covers 424.58 square kilometers and has a resident population of 1.9 million, according to 2010 census figures. The district is bordered by the Yangtze River to northeast, by the Huangpu River to the east, Jiading district to the west, and by the districts of Yangpu, Zhabei, Hongkou and Putuo to the south. Historically, Baoshan has been a shipping and industrial manufacturing hub. The district’s name comes from an ancient manmade hill used to guide the navigation of ships on the Huangpu River. Though the hill is long gone, the district’s shipping heritage is still thriving. In 2010, Wusong, Baoshan’s main port, handled 44.37 million tons of cargo. The steel industry makes up a significant portion of Baoshan’s economy. The district is home to the headquarters of Baosteel, China’s largest steelmaker, and has developed several related industries, including logistics, energy, storage, and water resources. In recent years, Baoshan has also fostered the development of high-tech industries, including nanotechnology, advanced textiles, micro electronics, and the manufacturing of optical disks. The district’s two major industrial parks, both designated municipal level, are the Shanghai Baoshan Industrial Zone and the Shanghai Yueyang Industrial Zone.

Baoshan is a suburban district in northern Shanghai, located where the Huangpu River meets the Yangtze River. This riverside location has made the district a historical shipping hub, and it remains so to this day. In recent decades, the district has also become associated with the steel industry, which comprises a significant part of Baoshan’s economy.
