为规范推进农村土地整治工作，加强高标准基本农田建设，严格耕地保护，提高耕地质量，促进节约集约用地，改善农业生产条件，推动农业现代化发展和城乡统筹发展，保障国家粮食安全，制定本标准。
本规范由中华人民共和国国土资源部提出并归口。
本标准起草单位:国土资源部土地整治中心、国土资源部耕地保护司、南京大学。

11 范围本标准规定了高标准基本农田建设的基本原则、建设目标、建设条件、建设内容与技术指标、建设程序、公众参与、土地权属管理、信息化建设与档案管理、绩效评价等。
本标准适用于全国范围内开展的高标准基本农田建设活动。
高标准基本农田建设除应遵循本标准外，还应符合国家现行有关标准的规定。

3.1农村土地整治对农村地区低效利用和不合理利用的土地，通过田、水、路、林、村综合整治，增加有效耕地面积，提高耕地质量，改善农村生产生活条件和生态环境的土地利用活动。
3.2基本农田按照一定时期人口和社会经济发展对农产品的需求，依据土地利用总体规划确定的不得占用的耕地。

包括经过整治后达到标准的原有基本农田和新划定的基本农田。
3.4基本农田保护区为对基本农田实行特殊保护和管理而依据土地利用总体规划和依照法定程序确定的特定保护区域。
