2017年安全责任书-部门负责人

Safety Liability for Production /Fire /Big Event/Public Holiday in 20172017年度安全生产/消防安全/食品安全/重大活动和节假日安全责任书According to the Fire Protection Law of the People's Republic of China, Production Safety Law of the People's Republic of China, Food Safety Law of the People's Republic of China and Fire Regulation of Tianjin, for the safety of guests and staff and their belongings, we should strengthen our safety management, decrease incidents, while making sure the smooth operation of hotel. As a result, hereby the Safety Liability Statement should be signed by the Hotel General Manager Mr. Lukas and _____________ (department head).根据《中华人民共和国消防法》、《中华人民共和国安全生产法》、《中华人民共和国食品安全法》和《天津市消防条例》等法律、法规,为保护酒店客人、员工的人身安全以及财产安全,保证酒店生产经营工作顺利进行,加强安全生产管理,减少生产安全事故,同时结合酒店的实际情况,特签订由酒店总经理先生与(部门经理、总监)签订2017年度安全生产/消防安全/食品安全/重大活动和节假日的安全责任书。

1.All Department heads’ responsibilities部门经理履行的安全管理职责1)Department head and section managers should strengthen management (includingcontractors and trainees); training staff to improve their sense of safety, self-management,self-saving, self-protection; making sure all operation areas functioning well. When insidediscrepancy happens, it should be controlled in the first place and then reconciled.Department heads are respectively responsible for the safety of their own area.加强对本部门员工(包括临时工、实习生)的管理,教育员工提高安全意识,增强自防、自治、自救、自我保护能力,保证所管理区域良好的工作秩序和治安秩序;对内部矛盾纠纷做到超前化解,控制越级,防止激化,杜绝恶性群体性事件发生;部门经理对所管理区域的安全管理负直接领导责任。

2)Thoroughly implement the safety regulations about production, fire-prevention, big eventand public holiday. Build up safety & security committee and fire-prevention organization;increase the times of daily safety check; strictly follow the standard and policies of duty shift.全面落实安全生产、消防安全、重大活动和节假日及酒店各项安全管理规章制度;建立部门基层防火、安全组织,充分发挥防火员、安全员的骨干作用;加强日常安全检查,严格值班制度,认真履行岗位安全职责。

3)All staffs’sense of law and fire-prevention educations should be enhanced. Implementedfire safety management by related regulation. Fire Safety education class should be taken before the big events, and record should be kept at the same time.加强对本部门员工的法制教育和防火、治安宣传教育,按照有关规定的要求,落实和完善消防安全管理制度。

加大消防安全的宣传教育力度,每逢重大节假日前,要做专题宣传教育,并做档案记录。

4)The safety work should be included into department work; classify all responsibility todifferent positions. Making sure this position responsibility system truly carried out in daily work.要把安全工作纳入本部门工作的议事日程,建立部门、各工种、各岗位的层级岗位安全责任制,实行目标管理,逐级落实,做到安全工作与日常经营、管理工作“同组织、同计划、同布置、同检查、同总结、同评比”,确保本部门安全责任制能够真正落到实处。

5)There should be a manager in each operation department during public holidays. Make surein every duty the fire-prevention and theft protection are done well. During duty, phones should be reachable 24hours a day.凡在节假日坚持生产经营的部门,做到领导带班,值班期间做好防火、防盗、值班电话保持24小时畅通。

6)Strictly follow the regulations of Food safety by the principles of “Who supply, who use,who supervise should be responsible for the food safety. For VIP reception and other important meetings home or abroad, work plan should be make beforehand. Thoroughly implement all safe procedures, which include purchasing, transportation, food sampling and testing, service providing, etc.食品安全管理实行“谁供应、谁负责;谁使用、谁负责;谁主管、谁负责”的原则,对VIP、首长及大型国际国内会议、宴会的接待,要制定工作方案,全面落实采购、运输、保管、制作、留样和检验及上台服务等各环节、各岗位的安全责任制,责任要落实到人。

7)Carry out the safety checking system. Safe production meeting should be held each month;record should be kept and filed. In addition, DH should organize the self-checking in all sections. Once any defect happens, make action as soon as possible; the record should also be kept and filed.落实安全检查制度。

每月召开安全生产会议,并做好记录、存档工作。

部门经理要组织、安排对所辖区域进行经常性安全自查,做到重点部位情况清,底数明,不留死角。

对发现的安全隐患要及时整改,并做好检查整改记录,材料存档工作。

8)Safety information feedback should be provided timely in daily work. If any hidden troublehappens, it should be reported timely and completely. All these actions should be under the management of Security Department, which includes Security supervising, guiding, inspection.在日常工作中,要加强安全信息反馈,发现不安全隐患要及时反馈到酒店保安部,不迟报、漏报、隐匿不报;要服从酒店保安部的监督、指导、检查、考核和安全工作的统一管理。

2.The checking standard of Safety Production, Fire-Prevention and Public Holiday安全生产、消防、重大活动和节假日工作考核指标1)Safety Production Management安全生产管理a.Reduce the number of serious criminal cases.杜绝重大、特大(恶性)刑事、治安案件及治安灾害事故和严重影响社会稳定的治安事件的发生。

b.Criminal incident rate should be kept within 0.18% of all staff number (includingcontractor). Internal staff crime rate should be kept within 0.07% of all staff number(including contractor). Staff violating law rate should be kept within 0.20% of all staffnumber (including contractor).刑事案件发生率控制在员工总数(含临时工)的万分之十八以内;员工犯罪率(指劳动教养处理以上)控制在员工总数(含临时工)的万分之七以内;员工违法率(指行政拘留处理以上)控制在员工总数(含临时工)的万分之二十以内。
