而本文要强调的却是十分广泛的新闻评论，它既包括党报的社论也包括其他媒体的评论，既包括代表媒体的评论，也包括大众参与的个体评论。
于是，新闻评论的特性也由此产生。
在这些特性中，我以为有两点是不能作为新闻评论的一般特性的，一是政治性，一是指导性。
关于政治性。
把政治性作为新闻评论的特性，是一种时代的产物，是“以阶级斗争为纲”时代的产物。
现在“以经济建设为中心”，仍然提新闻评论的政治性，我以为是不妥当的;把政治性作为新闻评论的特性，是将新闻评论狭隘理解的表现。
现在的评论不仅转移到“以经济建设为中心”，而且，随着中国加入世界贸易组织，步入世界大家庭的行列，民众的议题涉及越来越广泛，除了政治、经济外，还有更多的文化、教育、学习、生活等议题需要评论。
在这些评论文章里是很少或完全没有政治性的;把政治性作为新闻评论的特性，是将新闻工作者的职业要求与刊播评论混为一谈。
新闻工作者要讲政治，但并非新闻工作者所做的一切都要打上政治的烙印。
这也是与我们的时代所不符的。
关于指导性。
新闻评论的指导性，是长期以来我们新闻报道中“一面宣传”的结果。
好像报纸上刊登的文章特别是评论文章，都是党的声音，都是上级的批示，都是完全正确的，它是指导人们行动的“灯塔和旗帜”，受众是丝毫不能有半点怀疑和迟钝的。
这种将受众作为“靶子”的传播方式是与我们的时代格格不入的。
在我们的报道中，不仅需要有“一面宣传”的文章，同时也要有“两面宣传”甚至是“多面宣传”的报道。
随着网络媒体的迅速发展，信息的多元化，受众自主意识的增强，我们的媒体提供受众选择多样信息的可能性将会越来越多。
在我们的媒体上，有很多评论，不仅没有指导性，而且也没有多少引导性。
它只是一种意见、一种观点、一种想法而已，它不需要任何人去遵守它遵循它，按它的旨意去思考去行动。
在很多情况下，它只为受众提供一种谈资，一种想问题的思路，仅此而已。
此时此刻，再提新闻评论的“指导性”是没有道理的。
当然，对于党报和主流媒体的社论和评论员文章来说，还是要强调政治性和指导的，这也是不容不得置疑的。
