1 范围（参见A.2）This European Standard specifies the categories of flammable materials which are prohibited in all toys, and requirements concerning flammability of certain toys when they are subjected to a small source of ignition.EN71这一部分规定了所有玩具上禁止使用的易燃材料种类以及对某些接触小型火源的玩具的易燃性的要求。
The test methods described in Clause 5 are used for the purposes of determining the flammability of toys under the particular test conditions specified. The test results thus obtained cannot be considered as providing an overall indication of the potential fire hazard of toys or materials when subjected to other sources of ignition.第5条款描述的测试方法用于在规定的某些测试条件下测定玩具的易燃性。

3 Terms and definitions 术语和定义本标准采用下列定义，定义的术语以斜体表示。
3.1 flammability：ability of a material or a product to burn with a flame under specified test conditions易燃性：一种材料或产品在规定条件下起火燃烧的能力。
3.2 flaming debrismaterial that becomes detached from the sample during the test procedure and continues to flame as it falls燃烧碎片：测试过程中从测试上脱落并在掉落时继续燃烧的材料。
3.3hair：slender flexible fibres intended to represent hair (see 4.2)毛发：用来表示头发的细长柔软纤维。

4 要求4.1 一般要求（参见A3）下列材料不能用于制造玩具。
——celluloid (cellulose nitrate), except when used in varnish, paint or glue, or in balls of the type used for table tennis or similar games, and materials with the same behaviour in fire as celluloid. Specific materials to which the test flame is applied in order to check compliance of the toy with requirements in 4.2 to 4.5 are considered to comply with this requirement if the toy meets its appropriate requirements in 4.2 to 4.5;塞璐珞（亚硝酸纤维）。
