The Outline of "the World TradeOrganization and Rules"Course Code: 030172B/031312BCourse type:compulsory courses, elective coursesPeriods : 32Credits: 2Applicable Majors:International Economics and Trade, TradeEconomics etc.Preparatory Courses:International trade theories and policies,International practiceⅠ The teaching objectives“WTO and rules” is the professional course to train undergraduate students in the field of foreign economic and trade related employment to have the basic and necessary knowledge of international trade and economic theory.The overall objective of this course is that students should know about the WTO establishment, and the theoretical basis of relevant processes of the WTO establishment. Students should grasp the WTO-related structures, how WTO members to resolve disputes, how multilateral decision-making, how continuous improvement of organization negotiations, and how the establishment of new trade rules. Students should also deeply understand the contents of WTO rules, and be able to apply the related theoretical knowledge to analyze problems, and also in the future their social work to solve the trade-related problem with the leaned knowledge about WTO.Ⅱ Teaching basic requirementsTeaching contentsThe teaching focuses of this course include the following aspects: (1) thetheoretical basis of the establishment of WTO, and the moderate free trade theory; (2) the process of establishing the World Trade Organization. The idea of establishing an international trade organization, and the long period time and the complex processes for the establishment of WTO from after World War II to 1995; (3) WTO structures, including the purpose of the WTO , her objectives, membership, functions, organization, and operational mechanism; (4) WTO constitution rules, including two parts, one is the basic principles of WTO, but the most important is the principle of national treatment and how the most-favored-WTO members should perform. These two principles are the basis to ensure the multilateral trading system. The another is the jurisdiction of the WTO agreements, including the major Agreements: Trade in Goods Agreement, Trade in Services Agreement, and the TRIPS Agreement. The focus will be paid to the Trade in Goods Agreement, which includes Anti-Dumping Agreement, Trade in Goods Agreement, the Subsidies and Countervailing Measures Agreement, the Safeguard Agreement, Technical Barriers Agreement, and the Sanitary and Phytosanitary Agreement.Teaching methodsThe course is very theoretical, thus the information flow will concentrate on the lecture, and we will arrange “reading and discussion”class to help learners to understand the basic principle deeply; require the students to read and release the news of international trade and WTO issues, important reviews; organize in-class group presentation based on topics.Assessment and grading policyThe total score is 100,the weight of different parts is as followed:1. Attendance 10%2. International Trade and WTO news release 10%3. Group work (in-class presentation) 10%4. Proposition exam of this course and the scope of the examination shall be determined in accordance with the course contents, objectives, and assessment requirements specified in the Memorandum.
