在北京新一轮城市总体规划调整中，提 出了“两轴、两带、多中心”的城市建设 框架，城市发展的重心将向东部城市带倾 斜。 通州作为其中东西发展轴和东部城市带 的交点，将是未来北京城市建设的焦点， 将分解北京中心城部分职能。
主要功能(Main
Functions)
承担行政办公中心、金融贸易、文化、会展、商业服务、居住等功能，是主城区行政办公、金融贸易等职能的 补充配套 新城规划人口规模70-90万，预留达到100万人口规模的发展空间，城区用地108平方公里 Tongzhou is going to be an administration center,finance and trade center,culture center,exhibition,commercial service,and residential center,it is a sub-center of BJ main city ,to supplement the function of administration,finance and trading. New towm’s residential population is going to be 700-900 thousands, maximum to one milion.occupying 108 square kilometer.
