核对发现开户申请人提交的书面资料不齐或与实际情况不符的～应通知有关单位在7个工作日内补齐真实资料～逾期未完成变更手续的～不得为该账户办理对外支付业务。

三、上门核实人员核对情况无误后,在《开立单位银行结算账户申请书》或《变更银行结算账户申请书》的开户银行上门核实情况栏签章。

会计部门账户管理员必须凭上门核实人员的签章方可签署意见。

上门核实人员对核实情况的真实性负责。

四、各行必须对2003年9月1日《人民币银行结算账户管理办法》实施后～新开立的所有单位银行结算账户和以字号或个人名称开立的个体工商户银行结算账户,已销户的除外,～指定专人按上述要求逐户逐项补办实地核对确认工作～并检查是否与存款人签订了《单位银行结算账户管理协议》。

如未签订协议～立即通知存款人补签协议。

在对开户申请人提交的各项资料实地核实相符的基础上～还必须与之签订账户管理协议后～方可办理开户手续。

六、各行对各新开立的单位结算账户办理的前10笔支付业务,网上银行等电子渠道支付的除外,～会计柜员在办理支付前需联系存款人～确认属实后方可支付～同时要做好确认的记录、专夹保管备查。

七、各行应严格执行《人民币银行结算账户管理办法》对单位账户正式开立之日起3个工作日后方可办理付款的规定。

对于核准类银行结算账户～“正式开立之日”是指人民银行当地分支行的核准日期,对于非核准类单位银行结算账户～“正式开立之日”是指我行为存款人办理开户手续的日期。

八、各行应指定专人监控临时存款账户的有效期限～在临时存款账户有效期到期日前15天通知存款人及时办理撤销账户或申请展期。

临时存款账户有效期及批准展期的有效期不得超过,年。

对到期未办理展期也未撤销的临时存款账户～可采取停止账户支付的措施,当地人行另有规定的除外,。

九、各行应严格按照《实施细则》的有关规定～对已开立的临时存款账户和专用存款账户的开户资料进行检查～对违规开立或多头开立的上述账户按规定进行清理。
