项目材料管理办法

项目材料管理办法项目材料采购管理办法第一章总则第一条为了加强各工程项目的采购管理,建立规范的采购运行机制,保护公司利益和投标当事人的合法权益,提高经济效益,保证工程质量,特制定本办法。

第二条工程主要材料的采购均实行招投标制。

工程材料的采购活动,均应执行本办法。

第三条公司的采购活动应属于企业管理行为。

各工程施工项目经理部只是参与招投标采购的询价等过程,不得私自采购工程项目所需的大宗材料。

远离分公司300公里以外的工程项目应在公司总经理授权下方可组织工程材料的采购工作,其采购活动应执行本办法。

第四条工程部应成立工程材料采购领导小组,以物质部门为主成立工程材料招投标采购中心,负责工程材料招投标采购全过程的管理。

第五条招投标活动应当遵循公开、公平、公正和诚实信用的原则,公司有权对各项目部的采购招投标活动进行监督、检查、指导。

第二章招标第六条公司物质采购员应根据由项目经理部编制工程项目所需材料的总体计划制定工程材料招标采购计划,报请工程材料采购领导小组审批同意后实施。

第七条招标分为公开招标和邀请招标,根据目前建筑企业的特点和公司的实际情况,为了明确物资的来源、保证物资的质量,要求各单位的物资采购招标采用邀请招标的方式。

第八条确定招标的内容、制作标底:招标人应根据工程的特点和工程对物资的需用情况确定招标物资的名称、规格型号、数量、质量要求等内容,结合对市场的调查情况和项目的资金情况,制作标底,标底their own conditions to develop the correct road, the maximum to avoid investment risk, gainprofit.(three) vigorously promote the brand. 第九条邀请参与投标的分供方应为招标人的合格分供方名册中已建立档案的合格分供方,对新近联系的分供方,在经过招标人考察后,认定合格的可邀请参与投标。

第十条从符合条件的分供方中选择4-6家确定为邀请投标的分供方,对其发出“投标邀请书”(附件一)第十一条在发出投标邀请书的同时发出“招标文件”(附件二)。

第三章投标第十二条本办法的投标人是招标人邀请参加投标竞争的法人或其他组织,投标人必须符合本办法第九条规定条件。

第十三条投标人应当按照招投标文件的要求,提交投标文件。

未按要求编制的招投标文件无效。

第十四条投标人应当在招标文件要求提交投标文件的截止日期前将投标文件送达招标地点。

招标人收到投标文件后,应当签收保存,不得开启。

第四章开标、评标和中标第十五条招标人应组建物资采购招标评审小组并报公司级物质部门备案。

此小组为常设机构,负责对物资采购招标工作进行领导、监督和合同评审。

评审小组由单位主要领导或主管领导担任组长,成员有书记、经营、财务、物质和监察等部门的负责人,可邀请物资使用项目的项目经理参加(与分供方有利害关系的人不得参加评标)。

物资采购招标工作的具体实施由物质部门负责。

第十六条开标应当在招投标文件确定的提交投标文件截止时间后进行,由招标评审小组组长主持,内部开标。
