Included in this Site Safety Practice is an explanation for managers, discipline engineers, supervisors, foreman and also the workers in the basic step-by-step procedure conducting a JHA.施工方案(MS)与作业危险性分析（JHA）是为了考虑如何完成作业以及减少、消除和控制操作和工作执行期间的风险而进行的正式的检查和实施的程序。
本程序为所有的管理人员、专业工程师、主管、班组长以及工人说明如何进行工作危险性分析（JHA）的基本步骤。
The MS &The JHA Process is considered the most effective method and most commonly used when existing safety management controls are insufficient to guarantee a safe and efficient job.当现有的安全管理措施不足以保证安全的和有效的工作时，施工方案(MS)与工作危险性分析被认为是最有效的方法，也是最通用的方法。
2 DEFINITION OF RISK 风险定义Medium Risk–Where the hazards associated with the work have a known potential to cause a single disabling injury or damage in excess of RMB 50,000.中度风险–已知与一项作业有关的危险可能导致个别丧失行动能力或者损失超过RMB 50,000。
High Risk - Where the hazards associated with the work have a known potential to cause multiple disabling injuries, a fatality or damage in excess of RMB 200,000.高风险- 已知与一项作业有关的危险可能导致多人丧失行动能力、一人死亡或损失超过RMB 200,000。
3 GENERAL 概述The Method Statement is the means by which a contractor intends to perform the work and is to include the following:施工方案是指一个承包商将要执行的作业并且包括下述内容:Brief description of work activity.工作活动的简单描述Location of work / plan of work area.工作地点/工作区域计划Limitations of applicability of method statement or JHA.施工方案或作业危险分析（JHA）的适应性的限制Organisation and Responsibilities - Engineer in Charge, Safety Supervisor, Site Supervisor, Foremen, Tradesmen, General Workers.组织和责任–负责工程师, 安全监理, 现场主管, 工头, 技术工种, 普通工人Construction method - sequence of work, how the job is to be performed incorporating safety and quality, schedule施工方法–工作顺序, 工作如何开展的，综合安全，质量和进度。

2.1 W hen to perform a JHA 何时进行工作危险性分析A Job Hazard Analysis must be performed by contractors and sub-contractors for all medium to high riskactivities or for new activities where the associated hazards may not be immediately evident.对于所有高风险的作业活动以及可能有即时危险的新的作业，承包商和分包商都必须进行一次工作危险性分析。
A specific JHA is a requirement where the task is known to have a significant hazard, where the task is complex,where there may be hidden hazards or where a high degree of coordination between workers is required.
