公共基础设施是国民经济赖以运行的基础。进入 21 世纪，随着我国加入 WTO， 国际化程度越来越高，国民经济继续快速发展，城市化水平不断提高，公共基 础设施建设对经济发展的瓶颈作用显得日益突出，因此，加强公共基础设施建 设成为我们的当务之急。
本文分析了我国目前公共基础设施建设的资金投资不足、管理效率低下等 现状，指出了我国公共基础设施建设领域市场化改革势在必行。在此背景下， 引入项目分类理论和可销售性理论，并以此理论为基础，介绍了目前我国运用 于不同属性的公共基础设施项目的几种管理模式：包括 BOT 模式、项目代建制 及 BT 模式，并提出 BT 模式在目前我国公共基础设施建设中具有广泛的适用前 景。因此，本文围绕 BT 模式概念界定、适用范围、基本特征、运用意义、融资 方式、运作流程、风险管理及 BT 模式建设过程中的具体实施方式展开进行了系 统阐述。同时，还就 BT 模式目前在我国公共基础设施运用中存在的问题进行了 分析，指出 BT 模式决非“垫资承包”，BT 模式中投资方与施工方“同体”的建 设管理方式存在其优势但也存在制度缺陷，以及如何控制建设成本与工程质量， 如何规避回购风险等。

The paper analyses the present situation that the lack of funds for construction on public infrastructure facilities and the inefficiency of management. It points out that general adoption of the market principle reform must be enforced. Introducing theories of project classification and marketability into it, the paper introduces some management models which are used in different kinds of public infrastructure facilities, including BOT model, project acting build model, BT model. The paper analyses the concept, apply scope, basic characters, significance, financing pattern, process, capital management and so on. Meanwhile, it analysis the problems that exists in the use of MT model in China. It points that BT model is not equal to paying before contract, the model that investor is constructor has both advantages and disadvantages. How to control construction cost and quality of projects? How to invade repurchase risk?
