1NDRC promulgated the New NDRC Regulations on December 26, 2017, which will take effect on Mar 1, 2018. The New NDRC Regulations eliminated the need for NDRC Preliminary Information Filing, therefore if signing occurs after Mar 1, 2018, this step is not necessary. 国家发改委于2017年12月26日发布了国家发改委新规，将于2018年3月1日生效。

国家发改委的新规定消除了国家发改委对初步信息备案的需要，因此，如果在2018年3月1日以后签署，这一步骤是不必要的。
