终端和核心网之间的CM信令连接建立完成后，核心网将根据CM 业务的类型及其QoS特性发起RAB的建立过程。

RAB的建立总是由CN发起的。

CN首先发送RAB ASSIGNMENT REQUEST指派消息，RNC 根据CN的RAB指派请求进行无线网络的参数配置，结束之后RNC发送RAB ASSIGNMENT RESPONSE消息，指明RAB建立是否成功。

需要说明的是：无论是终端还是网络发起的业务，RAB指派过程都是由CN触发的，每个终端可以有一个或者多个RAB ，并且RAB分域的。

根据RAB建立前RRC连接状态与RAB建立后连接状态，RAB的建立过程分为DCH-DCH、CCH-DCH和CCH-CCH三种情况。
