Jul. 21st 2010,“Dodd-Frank Wall Street Regulation and Consumer Protection Law ”, The law requires that the SEC will provide regulations and that in the first full fiscal year after these regulations go into effect, that each publicly traded company MUST file an annual report showing: The purpose of Sec. 1502 of the law is to reduce and discourage use andpurchasing of "conflict metals" -gold (Au), tantalum (Ta), tungsten(W) and tin (Sn) "a description of themeasures taken by the corporation to exercise duediligence on the source and chain of custody of such minerals, whichmeasures shall include an independent private sector audit conducted inaccordance with the standards of the Comptroller General of the U.S.,anda description of the products manufactured or contracted to be manufactured that are not DRC conflict-free

在2010年7月，美国 政府发布多德-弗兰克华尔 街改革和消费者权益保护 法（Dodd-Frank Act）。
该法令第1502条文规定所有在美国公开上市的公司必须针对他们的产品 里所使用的冲突矿产（锡，钽，钨，金），向美国证券交易委员（SEC）做出 文件披露和报告。 根据日本经济新闻报导，这项法案最快将从2012年开始实施，实施后将 牵连到各级电子供货商，目前影响范围已经扩展到日本电子业界。

在2010年12月15日，SEC在其官方网站中公布“冲突 矿产”法规草案（17 CFR Parts 229 and 249 Conflict Minerals; Proposed Rule），要求美国上市公司：
•If any of its products contain conflict mineralsthat do not ‘‘directly or indirectly finance or benefit’’ these armed groups,the issuer may describe such products as „DRC conflict free‟‟‟ whether or not the minerals originated in the DRC countries. • we would require such an issuer to describeall of its products that contain such conflict minerals and to identify these products as not „„DRC conflict fre”
Dodd-FrankAct后续发展
