SOLUTIONS FOR IMPLEMENTATION ARRANGEMENT进度打算1.GENERAL DISCRIPTION OF TISCO’S STAGE IIEXPANSION PROJECT (EPC)TISCO二期扩建工程概述2.According to the requirements of sold biddingdocument 01#EPC, dated on March. 10, 2007, for thesecond stage revamping and expansion project ofTISCO, the long process of steel making productionline with capacity of 500,000t/a casting billetwill be newly built up in the main plant areas ofLUU XA.3.依照在2007年3月10日卖出的01#EPC—TISO二期扩建项目投标文件的要求，在LUU XA.主厂区新建500.000t/a连铸坯生产能力的钢铁冶炼长流程工程。

According to the requirements of bidding document,Fe metal balance for producing 543,200 t/a hotmetal is shown as following calculation blockdiagram:依照投标文件要求，年产543,200 t铁水中金属铁的比例如计算框图1.1MAIN TECHNICAL PROCESS FLOW CHART要紧工艺流程LUU XA main plant will adopt a long process production line, namely coke oven, sintering machine, blast furnace, converter, and continuous casting production line.LUU XA主厂区采纳长流程炼焦、烧结、高炉、转炉连铸生产工艺01# EPC package mainly includes raw material yard project, coke making project (coke oven), sintering project, iron making project, steel making project, and oxygen generating project, whole plant utilities (water, electricity and natural gas) at the second stage and general layout and transportation.EPC工程包括的主车间：原料场；炼焦（焦炉）工程；烧结工程；炼铁工程；炼钢工程；制氧工程；二期全厂公辅设施（水、电、燃气）；总图布置及运输。

1.2CONTENTS OF CONTRACTING1.3合同内容The Employer uses the EPC bidding method. Thebidding scope includes main plant area geologicalexploration for the second stage project,engineering design, equipment supply, stafftraining, project construction, equipmentinstallation, test-run, trial production, start upof production, acceptance test and hand over.雇主采纳EPC方式招标，其内容包括：主厂区二期的地质勘探；工程设计；设备供货；人员培训；施工；设备安装；试车；试生产；投产；验收交付。

1.4ADOPTED STANDARDS AND CODES项目规范和标准According to the requirements of the biddingdocuments, Vietnam or China standards and codesshall be adopted.按照招标文件的要求，采纳TISCO提供的越南标准和规范，假如TISCO不能提供相关的越南标准和规范，在工程设计、设备制造中将采纳中国相应的标准和规范。

1.5PROJECT CONSTRUCTION SHCEDULE项目实施进度表The EPC’s contractor shall complete their workwithin 30 months.The project construction schedule is arrangedbased on the actual situations of all the mainproduction lines of second stage revamping andexpansion project to meet the requirements of wholeproject starting production.承包商应在30个月内完成EPC合同中规定的工作。

项目实施进度是依照二期扩建工程各要紧生产线在项目整体投产过程中的需要来进行安排。

1.4.1 Individual Package Schedule of Various MainWorkshops各要紧生产车间分标段包工程进度时刻：1) The raw material yard project shall be put into production at 18 months.原料场要求工程进度安排是18个月投产；2) The sintering project shall be put into production at 20 months.烧结工程要求工程进度安排是20个月投产3) The coke making project shall be put into production at 20 months.炼焦工程要求工程进度安排是20个月投产4)The iron making project shall be put intoproduction at 23 months.炼铁工程要求工程进度安排是23个月投产；5) The steel making project shall be put intoproduction at 28 months.炼钢工程要求工程进度安排是28个月投产6) The oxygen generating project shall be put intoproduction at 22 months.制氧工程要求工程进度安排是22个月投产；7) The utilities project of plant area for secondstage revamping and expansion project shall be putinto production at 18 - 22 months progressively.二期厂区公辅设施要求工程进度安排是18～28个月分期投产；8) The roads, railways, power piping network forsecond stage revamping and expansion project shallbe put into production at 18 - 22 monthsprogressively.二期厂区道路、铁路及动力管网工程要求工程进度安排是18～28个月分期投产1.4.2 For the details of the individual package scheduleof various main production workshops, please seethe technical appendixes.各要紧生产车间分标段包工程实施进度表，见各技术附件。

1.4.3 EPC project construction schedule.EPC实施进度打算表1.5 CONTRACTOR’S SERVICE CONTENTS AND SCHEDULE承包商提供的技术服务的内容及时刻The Contractor shall provide the site geological survey report, technical design, shop drawing design, equipment purchasing, equipment supply, construction for plant building, equipment foundation as well as piping network, equipment installation, staff training, test run and trial production for main production lines, start up of the production, acceptance test and hand over. 承包商依照各分标段的项目实施进度表，分不提供场地的地质勘探；工程的差不多设计、设备采购、供货；厂房、设备基础、管网的施工；设备的安装、调试；人员培训；各主生产线的试车、试生产；投产；验收交付。
