陕西省安全文明工地标准第一章总则第一条为了促进陕西省交通厅利用外资项目办公室(以下简称外资办)公路建设项目工地的规范化管理，创建行业文明窗口，不断提高工程质量和施工管理水平，根据《陕西省公路建设文明工地建设标准》，特制定本办法。
第二条凡在外资办(陕西交通外资项目建设有限公司)所管建设项目从事建设活动的从业单位，必须严格按照本标准进行文明工地建设。
第二章第二章现场管理第三条项目管理处在开工前必须做好绘制总体项目施工组织网络图、总路线布置图、形象进度图等施工图表并张挂上墙，各种图表标注规范、醒目。
第四条施工单位必须在开工前做好施工组织设计、绘制施工组织网络图、现场总体平面布置图，并做到科学、合理。

主要规章制度包括:施工质量控制制度、施工安全制度、岗位职责、现场管理制度、档案资料制度、危险品管理制度等。
第五条各类公告牌、标志牌内容齐全，式样规范，位置醒目。

标段内每个人工构造物工地(如桥梁、隧道、房建等)设置标明工点名称、施工负责人、旁站监理、技术员、试验员等内容的公告牌。
各标段分界设置标志牌，标明起止桩号。
水泥混凝土拌和站设置标有混凝土理论配合比、施工配合比、每盘混凝土各种材料用量、外加剂名称及用量、塌落度等内容的公告牌。
在各个危险施工区设立安全警示标志牌。
各类公告牌、标志牌主要包括施工公告牌、指路标志、减速标志、危险标志、安全标志等。
公告牌、标志牌加工制作应符合相应规范要求。
第六条各类拌和场(水泥混凝土、沥青混合料、各类稳定土)场内地面必须进行硬化和做好排水系统。
现场材料应分隔堆放，防止各种材料相互混淆。
对水泥、钢材、木材等建筑材料需设置防雨设施和隔潮设施，如雨棚、简易房屋等。
对各类材料堆放要设立标牌并写明数量、规格和型号等。
第七条施工现场内道路及排水畅通，施工单位应做出污水处理方案，生产、生活污水必须处理后才能排放。
第八条生产过程中产生的建筑垃圾必须及时清运到指定地点，保证施工现场整齐、干净、卫生，严禁随意焚烧垃圾和植被。

在容易发生火灾的地区施工或储存使用易燃易爆器材时，必须采取特殊的消防安全措施。
第十条施工便道(包括施工单位自建的临时道路和因施工需要而通行的原有道路)、临时道路应铺设低级以上路面和完备的排水设施。
施工便道应进行经常养护，保证晴雨通车，并经常清扫、洒水、防尘飞扬。
第十一条施工过程中注意保护自然环境和人文环境。
第三章第三章施工管理第十二条各项施工安全管理制度齐全，管理机构健全，人员到位，责任到人。
施工操作人员熟悉规范规程和设计要求，不得违章作业、野蛮施工。
严格执行安全生产“五同时”(同计划、同布置、同检查、同总结、同评比)制度;制定针对性和操作性强的事故或紧急情况应急预案。
第十三条项目经理应具有与工程规模相适应的资质。
安全员、质量员、试验员等管理人员和特殊工种操作工人佩戴胸牌并持证上岗。
胸牌应贴有本人彩色照片并标明单位、岗位职务、姓名、编号，胸牌尺寸为9.5cm(长)×6.5cm(高)，字体一律为黑色，底色为白色。
第十四条施工机(具)械设备安全可靠，运转正常，严禁带病作业。
施工单位应定期对施工机(具)械设备进行维修保养、清洗。
施工现场用电线路、设施必须符合有关法律、法规规定。
第十五条施工人员必须穿戴劳动保护用品，安全防护设施必须符合规范标准要求，现场施工安全达标创优。
