This technical specification is applicable to Pakistan SCIL 35MWe Coal-Fired Power Plant Project chemical lab instrument, and lays basic requirement on the function, structure, performance, installation and test of the equipment in the power house.1.2 本技术规范书提出的是最低限度的技术要求,并未对一切技术细节作出规定，也未充分引述有关标准和规范的条文，卖方保证提供符合本技术规范书和工业标准的化学仪器仪表的优质设备及其相应服务。
凡本技术规范书未涉及到的而又确需要卖方提供的任何产品或系统，均属于卖方供货范围。
The technical specifications is minimum technical requirement and not made a detail regulation, all the technical requirements are not stipulated in detail, and not fully quoted relative standard and specification terms. Seller shall make sure itself provide quality production which meets the technical specifications and industrial standard of chemical instruments and corresponding services. For any production or system that not involved in this technical specification but it really requires for this system, all belong to the seller's scope of supply.1.3本规范书所引用的标准若与供方所执行的标准发生矛盾时，按较严格的标准执行。
If the standards of this technical specifications requirement conflict with that of the seller, the stricter one shall prevail.1.4 如需方有除本规范书以外的其他要求，应以书面形式提出，经供需双方讨论、确认后，载于本规范书。
If the buyer has additional requirements not in this specification, they shall be raised in written form, after the discussion and confirmation between the two sides, and put down in this specification.1.5卖方提供的文件，包括图纸、计算、说明、校准步骤、使用手册及所有相关资料等，均应使用国际单位制(SI)。
所有文件、工程图纸、相关资料及相互通讯，均需提供山东省阳光工程设计院及买方中英文对照版本签字版各1份以及可编辑、修改的电子文档各1份。
The documents submitted by the seller, including the drawings, calculations, instructions, calibration procedures,user manuals and all relative dates and so on, shall all use SI. All documents, project drawings, relative dates and communications shall be supplied in Chinese-English version (1 signed hard copy and 1 editable soft copy) to SYEDI and the owner.1.6本技术规范书、招标过程中卖方相应的澄清问题、招投标确认的会议纪要等作为合同的一个附件，并与合同文件有相同的法律效力。

If the supplier did not submit a written objection to the specification, the buyer can consider that the products provided by the supplier are fully meet the requirements of this specification.1.9 卖方提供的实验室仪器仪表设备应在三个及以上同等容量机组并具备三年及以上成功运行业绩，已证明安全可靠。
Bidders to provide laboratory instrumentation equipment shall be the same in three or more capacity units and more than three years and successful operation performance, has proved safe and reliable.1.10若卖方所提供的投标文件有前后不一致的条款，由招标方选择确定。
卖方对后续经招投标双方确认的澄清文件内容的理解如有异议，解释权归招标方。
If the tender documents provided by the bidder have inconsistent terms, be determined by the tenderee to choose. Bidder clarification of later confirmed by the both sides of bidding document the understanding of the content such as, power of interpretation belongs to the tenderee.1.11卖方应充分考虑其产品在巴基斯坦区域销售限制、清关、知识产权等因素，如因此而引起的纠纷由卖方负责。

同时性能是高效地、操作是方便的，在指定的这些技术要求的工作范围内，不应有超过标准的消耗和维修工作。
For the structure and material of the instrument, the engineering, design, process and fabrication standard shall be superior ones. At the same time, it should have higher efficiency and convenient operation. Within the nominated work scope, there shall be no consumption and repair that exceeds the standards.2.1.2执行有关国家及行业标准及规程，或等同于国际标准，当使用其它规程、规范或标准时，卖方应将它们与报价书一齐交送，同时提供差异附表。
