1.4Master’s Overriding Authority船长的决定权The master has the overriding authority and the responsibility to make decisions which, in his professional judgement, is necessary to maintain the safety and security of the ship. This includes denial of access to persons (except those identified as duly authorized by a Contracting Government) or their effects and refusal to load cargo, including containers or other closed cargo transport units.船长依照其专业判断而做出或执行为维护船舶安全或保安所必需的决定，应不受公司承租人或任何他人的约束。
这包括拒绝人员(经确认的缔约国政府正式授权的人员除外)或其物品上船和拒绝装货，包括集装箱或其他封闭的货运单元。
If, in the professional judgement of the master, a conflict between any safety and security requirements applicable to the ship arises during its operations, the master should give effect to those requirements necessary to maintain the safety of the ship. In such cases, the master may implement temporary security measures and should forthwith inform the Administration and, if appropriate, the Contracting Government in whose port the ship is operating or intends to enter. Any such temporary security measures should, to the highest possible degree, be commensurate with the prevailing security level.如果依照船长的专业判断，在船舶操作中出现适用于该船的安全和保安要求之间发生冲突的情况，船长应执行为维护船舶安全所必须的要求。
在这种情况下，船长可以实施临时性保安措施并应随即通知主管机关，如情况适宜，还应随即通知该船所在或拟进入的港口所属缔约国政府。
