Transportation Network Cooperation Frame
Agreement
The contracting parties,
Realizing that with the rapid developing of international trade in the globalization process, international freight volume is increasing,
The contracting parties are aware of the necessary of promoting the integration and multi-transport system of South & South East Asia.
For developing the relationship of countries in the region and trade between countries, the critical and important is to reduce the adverse effect and negative influence by developing the internationalized dry port.
It is determined to enhance cross border transportation and seamless connection, promoting efficiency of transportation and logistics and reducing cost, as well as developing transportation and logistics to the boo-ay and undeveloped area, and establish an alliance meet the benefit of the countries and logistic companies in the region.
Here by, deciding to reach the frame agreement of establishing South Asia & South East Asia cross border transportation network:
First Clause Organization
1.Establishing the alliance of China, South Asia & South East Asia
cross-border logistics.
2.The alliance is a benefit and interest community integrated the
enterprises in the region on account of sharing freight resources and
supplying safe cross border transportation services for customers.
3.Temporarily, the alliance establish to working body, including secretariat
and expansion office.
4.Entrusting Yunnan Tengjun International Logistic Co. Ltd to take charge
of preparatory work.
Clause two Principles
1、Resources sharing; structure the freight information inside the alliance,
for sharing the freight information inside the countries and
member enterprises.
2、Share responsibility for transport capability; in the
course of cross-border transportation, different enterprises in
different countries undertake different transportation task in accordance with the advantages of enterprises, for equalizing
distribution of entirety transportation capability, and undertaking the
transportation and logistics transportation services projects.
3、Coordinating for harmonious developing; alliance supply supports and
services such as financing, training, planning, resources distribution, for
improving the service capabilities and developed necessities of the
members.
4、
International standards; alliance will establish the standardization service systems and operation rules by referring the international and regional conventions.
Clause three Regulations
1.Alliance set one chairman.
2.Alliance set several vice-chairmen. The countries recommend an enterprise as
chairmen enterprise, and the chairmen enterprise become vice chairmen of the alliance in self-motion.
3.On condition that the chairman and vice chairman of alliance could not
undertake the business of alliance, or could not meet the required work achievement, alliance will change it.
Clause four Line of Products
Line of products of alliance
Including routing transportation, railway transportation, ocean transportation, and river transportation; also including loading and unloading, change trans, storage, distribution, allocation, packaging and so on; custom clearance, inspection and quarantine, bond and other services in international dry (water) port; supplying linkage management services.
Clause five Risks founds
The members of alliance should supply the highest quality of cross-border transportation services, and risks credit commitment.
Hence, it is absolutely necessary to set alliance risks found.
Alliance will plan the scale of risks found in accordance with the reality needs and bearing capacity of members.
