中国沿海航行安全指南（大纲）一、中国沿海海域状况（一）通航环境。

1、简要介绍辖区沿海通航环境情况，重点是船舶交通流密集、事故多发水域以及沿海船舶定线制（含禁航区、禁锚区）、推荐航线、跨海大桥、油田平台、风电场、测风塔、规模渔业养殖区、主要渔场等水域情况。

提供附图。

2、简要介绍我国沿海雾、风、海况、海流、海冰、气象预报情况，特别是冬季寒潮大风及台风活动规律。

3、重点介绍不同海区的特殊水文、气象情况。

（二）通航秩序。

1、介绍辖区近三年来沿海船舶通航秩序、交通流量分布情况、沿海事故发生情况（附以图示方式），介绍商船航行及活动特点，突出险情、事故多发水域、复杂航路、重要航区、沉船沉物分布等信息。

2、渔业信息。

详细介绍沿海主要渔场、海上养殖区等渔船活动密集区域，季节捕鱼期、禁渔期、开渔节等渔船密集活动时间；分类介绍渔船结构及特点、号灯号型、通信方式、AIS 信息以及对应的捕鱼设备、捕鱼方式、航行特点等，以图示和照片对照说明。

针对渔船事故特点和规律，介绍避让渔船的推荐方式。

二、航行指南按照从南到北的顺序，以推荐航路为指引，分别介绍南海、东海、黄海、渤海四个海区内的重要航区、复杂航路、险情事故多发水域、吞吐量超过亿吨的港口、避风锚地等水域的航行指南。

主要包括以下内容：（一）简要介绍该区域的导航设施、船舶交通管理（VTS）、船舶定线制和报告制、码头航道资料、拖轮及引航服务、航海保障、搜寻救助等信息。

（二）简要介绍该区域内超大型船舶、渔船、危险品船舶、水上水下活动、大型拖带等有关航行安全的特殊规定，包括港口拖带、引航护航、特殊航法、航行警（通）告发布、VTS中心广播、富余水深、船舶限速、航海资料配备等特殊要求。

（三）应急服务信息，包括应急救助、沉船沉物打捞等联系方式，待命点，服务内容等信息。

海岸电台分布及提供服务的内容。

以上内容要保持与其他航海资料的链接。

三、航海法规及出版物。

（一）简要介绍海安法、进出港口航行规则、避碰规则等国内有关航行安全的管理规定。

（二）介绍国内航海图书资料出版、配备、购置等信息。

四、海事管理机关介绍我国海事主管机关主要工作职责、机构设置、技术装备、服务内容等；提供各直属海事局网站及服务信息。

Safety Guide for Sailing along China’s Coastline（Outline）1. General introduction of Coastal Waters of China(1) Marine Environment.1. A brief introduction of the coastal water traffic environment under coverage, focusing on waters with heavy traffic, blackspot waters, ships’ routing system (including area to be avoided, no anchoring area, recommended route), waters with sea-crossing bridge, oil field and oil rig facilities, sea area of wind power plant and wind measurement tower, waters with fish culture zone and main fishing ground, with diagrams attached.2. A brief introduction of the sea fog, wind, sea condition, current, sea ice, weather forecast of the coastal waters of China, especially the wind with cold wave in winter and the regular law of typhoon activities.3. A highlighted introductionof special hydrologic conditions and special meteorologic conditions in different sea areas.(2) Traffic order1. An introduction of the navigation order, traffic flow distribution and accidents in coastal waters in the past three years (with diagrams attached); An introduction of the characteristics of vessels’ sailing and activities, highlight dangerous cases, blackspot waters, converging and junction areas, key navigation areas and shipwrecks distributions.2. Fishery information. A detailed introduction of the main fishing ground and fish culture zones as well as seasonal fishing period, prohibited fishing period, and open fishing festival; An introduction of the fishing vessels’ structure and features, lights and shapes, communication methods, AIS information, relevant fishing equipment, fishing methods and navigation characteristics, illustrated with diagrams and figures.Based on the characteristics and laws of fishing vessel accidents, introduce the guidance of traffic clear of fishing grounds.2. Sailing guideFrom south to north, guided by the recommended routes, the sailing guide covers the information of the key navigation areas, junction areas, blackspot waters, ports with throughput capacityover one hundred million ton, wind-sheltered anchorage in the South China Sea, the East China Sea, the Yellow Sea and the Bohai Sea respectively. The main content is listed as follows,(1) A brief introduction about the aids to navigation facilities, VTS, ships’ routing and reporting system, terminal and fairways, tug and pilot service, search and rescue service within certain waters.2. A brief introduction of the special requirements for safe navigation of very large ships, fishing vessels, vessels carrying dangerous cargoes, underwater and overwater operation, large scale towing operation, including the special requirement about towing in port, piloting and escorting, particular navigation methods, navigation warning notice broadcast, VTS broadcast, under keel clearance, ship speed-limiting and nautical material providing.3. Emergency service, including the information about the contact and standby point for emergency rescue, salvage of ships’ wreck; distribution of coastal radio stations and other relevant.The links between the contents above and other relevant nautical materials should be provided.3.
