黑龙江省农垦科学院成立于1979年。
经过二十多年的艰苦奋斗和开拓进取，已成为拥有作物、水稻、工程、畜牧兽医、特产、科技情报、农畜产品综合利用、电子、测试化验、农机鉴定、经济、植保等 12 所、站、中心，2大科技产业、3个高新企业，2个实验农场的多学科、综合性科研机构。
黑龙江省农垦科学院主要承担国家、省部、农垦总局下达的农业科技项目研发、示范、推广任务。
同时承担着国家“绿色农业北方研究中心”，中国绿色食品发展中心绿色食品定点监测中心、无公害农产品定点检测机构，农业部“食品质量监督检验测试中心”、“大豆及大豆制品质量监督检验测试中心”、干燥机械设备质量监督检验测试中心，省农机产品质量监督检验二站，省农垦总局特种设备检测检验站、牧业机械设备检测中心、环境监测站，省农垦总局生产力促进中心、畜牧兽医总站等多项职能。
黑龙江省农垦科学院作物所、水稻所已分别建成国家级玉米种质资源库以及旱作、水稻原种和原原种繁育基地。
黑龙江省农垦科学院以北大荒精神为支柱，以科技兴垦为使命，以创新求实为动力，努力培养精干高效的科技人员队伍，现已拥有科技人员327人。
著名水稻专家徐一戎先生研究创新的“寒地水稻旱育稀植”、“三化栽培技术”、“寒地水稻优质米生产技术”、“寒地水稻叶龄诊断调控技术”为垦区、黑龙江省乃至北方寒地区域水稻生产做出了卓越贡献。
建院以来，黑龙江省农垦科学院积极发挥推动垦区现代农业新技术发展的科技领航作用。
先后承担了600余项国家级、省部级、总局级科研、推广、转化和国际合作的课题与项目，研究领域涉及三十多个学科，包括农作物育种，工厂化农业、农业工程与有机质能源、生物有机肥和生物农药、绿色农业与无公害农产品安全等。
培育出农作物新品种140余个。
其中：水稻品种“空育131”被评定为黑龙江省优质米品种；垦稻 8-12号5个品种均达到国家二级优质米标准。
目前种植面积已占垦区94%以上，占全省58%以上。
自主研发的高异黄酮含量的垦丰5号高产大豆品种的推广面积逐年增加。
目前，自育大豆品种每年在全省的推广面积已达到300万亩以上。
垦粘系列玉米品种已培育出垦粘 1-5号，现已推广到10多个省市；春油菜已培育垦油系列品种6个，在省内外推广50余万亩。
目前垦单5号玉米、垦鉴稻7号等5个品种已获国家植物新品种权。
由黑龙江省农垦科学院研制的专利产品-水稻快速播秧机作业效率达到了普通插秧机的1.6倍，降低亩成本5元；研发的“三龙”生物颗粒肥和液体肥分别达到平均亩增产8%以上、减施化肥45%和降低施肥成本30%的效果。
建院以来，黑龙江省农垦科学院获得各级科技奖励242项，其中国家科技攻关项目“三江平原岗平地白浆土改良和现代农业技术可持续发展研究”获国家科技进步二等奖；“寒地水稻叶龄诊断栽培技术”获省科技进步奖一等奖；“寒地水稻旱育稀植三化栽培增产技术推广”获省重大科技效益奖；“北方寒区奶公犊牛快速育肥配套技术研究”等一批成果获省部、总局科技进步奖。
充分发挥上级授予的法定监督检验资格，积极改善科研条件，大力开展食品、饲料、土壤、添加剂、农药兽药残留、环保等监督服务项目，年检测化验数量达到2万余项次，完成农业部和农垦总局绿色无公害产品生产标准20余项。
积极开展农业动力和作业机械、干燥设备、特种设备、新产品的试制认证，为垦区实施现代农机装备工程提供了强有力的技术保障。
农业信息服务手段由传统迈向现代化，建立起了覆盖全垦区的卫星遥感农情信息服务系统。
利用声像、多媒体和国际互联网络等多种手段推广先进技术。
自主研发的家庭农场管理信息系统软件在垦区推广了 788套，并正在开发农村土地承包管理信息系统软件。
创建了院场（市、县）科技共建产研结合的新机制，运用新技术、新成果在二十多个科技共建单位建起了试验点、核心田和科技示范区，示范辐射面积近千万亩。
为保持持久创新能力，东方信通公司通过了软件企业和软件产品认证；农业机械工程高新技术企业生产的数百台水稻快速插秧机在垦区得到应用；在国内外粮食主产区设计建设了近百台套粮食处理工厂和种子加工厂，在垦区内外设计制造5套年产5000—10000吨的生物颗粒肥加工生产设备；速冻粘玉米年加工销售达到了500多万穗。
由黑龙江省农垦科学院承担的黑龙江省佳木斯农业科技园区建设正在稳步推进，她必将带动三江平原地区产、学、研、旅游、观光一体化现代农业的迅速发展；佳木斯、哈尔滨两地院区的建成必将形成佳木斯院区以水稻、大豆、玉米及农产品安全检验监测等技术为核心，面向垦区东四局及三江平原的生产需要，建成辐射我省东部的农业技术创新中心、科技示范中心、科技产业中心、科技培训中心；在哈尔滨院区构建以畜牧业养殖、农业信息化、经济作物、植物保护、农业工程技术为主的学科优势，形成垦区现代农业技术创新基地的崭新格局。
