“数字城市”是“数字地球”的重要组成部分， 建设“数字地球”应从数字城市起步。
“数字城市”就是用数字化的方法将城市、 城市中的环境及整个城市的时空变化装入电脑中， 实现在网络上的流通，使之最大限度地为人类的 生存、可持续发展和日常生活、工作、娱乐服务。
从哲学的角度看，数字城市是物质城市在 数字网络空间的再现和反映。
