中国煤层气发展战略探讨——以中石油煤层气有限责任公司为例温声明　周 科　鹿 倩中石油煤层气有限责任公司

摘　要　近年来我国煤层气产业增速放缓，为了促进产业发展，亟需围绕做大做强我国煤层气产业这一重大课题开展研究工作。为此，以中石油煤层气有限责任公司为例，系统研究和总结了该公司自2008年成立以来在鄂尔多斯盆地东缘煤层气产业基地建设、新疆地区煤层气勘探开发等方面取得的技术进展和成果，分析了我国煤层气产业发展面临的机遇与挑战。在此基础上，提出了有利于煤层气产业发展的5大主攻方向：①突出加快新疆地区中低煤阶煤层气战略接替规模突破；②持续攻关已开发区增产和提高采收率技术，大幅度提升开发效益；③强化深部煤层气及煤系地层天然气综合开发，提高资源综合利用率；④建立基于人工智能和大数据的煤层气田智能信息技术，提升煤层气田开发水平；⑤开展煤层气效益开发创新管理体系研究，为煤层气效益开发提供科学的制度保障。结论认为：①鄂尔多斯盆地东缘煤层气的规模开发为国家提供了宝贵的清洁能源，为煤矿安全生产、节能减排提供了新路径、做出了新贡献；②应持续推进管理创新和技术创新，突出加快在新疆地区建设我国第3个煤层气产业基地，促进我国煤层气产业加快发展。关键词　中国　煤层气　发展战略　勘探开发　技术进展　鄂尔多斯盆地东缘　新疆地区　中石油煤层气有限责任公司　产业基地DOI: 10.3787/j.issn.1000-0976.2019.05.016

A discussion on CBM development strategies in China based upon a case study ofPetroChina Coalbed Methane Co., Ltd.

(ISSN 1000-0976; In Chinese)Abstract: In recent years, the growth rate of coalbed methane (CBM) industry in China has slowed down. In order to promote its de-velopment, it is in urgent need to do the researches focusing on enhancing domestic CBM industry. In this paper, PetroChina Coalbed Methane Co. Ltd. was taken as an example. Its technical progress and achievements in the construction of CBM industrial base in the Eastern margin of the Ordos Basin and the CBM exploration and development in Xinjiang since it was founded in 2008 were systemati-cally studied and summarized. Then, the opportunities and challenges of domestic CBM industry in the process of its development were analyzed. Finally, five main study directions for accelerating the development of CBM industry were put forward. First, speed up the scale breakthrough of the strategic replacement of medium- and low-rank CBM resources in Xinjiang. Second, continuously research the technologies for increasing production and recovery factor of developed areas, so as to enhance the development benefits greatly. Third, strengthen the comprehensive development of deep CBM and coal measure gas, so as to improve the comprehensive utilization ratio of resources. Fourth, develop the intelligent information technology based on artificial intelligence and big data suitable for CBM fields, to improve the development level of CBM fields. Fifth, study the innovative management system of CBM benefit development, to provide a scientific institutional guarantee for the benefit development of CBM. It is concluded that the scale CBM development in the eastern mar-gin of the Ordos Basin supplies the nation with precious clean energy and provides new ways and contributions for the safe production and energy saving & emission reduction of coal mines. In addition, it is recommended to continuously promote management innovation and technological innovation and speed up the construction of the third CBM industrial base in Xinjiang so as to accelerate the develop-ment of CBM industry in China. 0　引言

中石油煤层气有限责任公司（以下简称中石油煤层气公司）自2008年成立以来，立足鄂尔多斯盆地东缘，持续加大煤层气勘探开发力度，加强煤层气开发瓶颈技术攻关，在“十二五”末，建成了鄂尔多斯盆地东缘国家级煤层气产业示范基地，具备了年产百万吨级生产能力，形成了中低煤阶煤层气勘探开发理论和配套技术，为促进我国煤层气产业化发展，增加清洁能源供应量，保护生态环境，作出了重要贡献。进入“十三五”以来，按照“立足鄂东、突破新疆、发展内蒙（古）、探索新区”的发展思路，大力实施增储上产，持续攻关煤层气与煤系地层天然气综合开发技术，勘探开发技术持续得到优化和完善，产销量年均增长50×104 t油当量，2019年即将建成年产200×104 t非常规气田，煤层气开发进入规模发展新阶段。

近年来我国煤层气产业增速放缓，为促进产业发展，增加清洁能源供应量，亟需围绕做大做强我国煤层气产业这一重大课题开展研究工作。为此，笔者系统梳理了中石油煤层气公司在煤层气产业取得的勘探开发进展，探究了我国的煤层气产业发展战略，提出了有利于煤层气产业发展的5大主攻方向。

1　勘探开发概况

近年来，中石油煤层气公司坚持立足鄂尔多斯盆地东缘国家煤层气产业示范基地建设，实施滚动勘探开发、增储上产。同时，积极探索新区新领域，在新疆准噶尔、吐哈、三塘湖盆地等外围区块进行煤层气勘探，推进煤系气综合开发利用。主要取得了3个方面的进展和成效。1.1

鄂尔多斯盆地东缘煤层气勘探开发稳步推进，

储量产量规模不断扩大1.1.1　储量规模超过5 000×108 m3中石油煤层气公司成立以来累计提交煤层气地质储量超过5 000×108 m3，其中近3年提交的地质

储量占总量的60%。2018年，新增煤层气地质储量超过千亿立方米，在鄂尔多斯盆地东缘保德区块提交了国内首个煤层气探明储量复算报告并顺利通过原国土资源部评审，使保德气田成为我国第一个大型中低煤阶煤层气田。1.1.2　年产量规模超过20×108 m3

在鄂尔多斯盆地东缘累计实施8个产能建设项

目，累计完成产能建设32×108 m3。2018年年产量

22×108 m3，生产水平超过150×104 t油当量，预计

2019年产能将达到25×108 m3，具备200×104 t油当

量生产能力。1.2

鄂尔多斯盆地东缘煤系气勘探开发取得突破性

进展近几年，持续推进煤系地层立体勘探开发和资源综合利用，累计提交探明储量超过2 000×108 m3。
