编者注：〈〈施工合同条件》(新红皮书)的全称是：由业主设计的房屋和工程施工合同条件(Conditions of Contract for Construction for Building and Engineering Works Designed
by the Employer );该文件推荐用于有雇主或其代表--------- 工程师设计的建筑或工程项目，主要用于单价合同。在这种合同形式下，通常由工程师负责监理，由承包商按照雇主
提供的设计施工，但也可以包含由承包商设计的土木、机械、电气和构筑物的某些部分
施工合同条件(Condition of Contract for Construction ，简称新红皮书") 新红皮书与原红皮书相对应，但其名称改变后合同的适用范围更大。该合同主要用于由业主设计的或
由咨询工程师设计的房屋建筑工程( Building Works )和土木工程(Engineering Works )。
