尊敬的各位领导、各位嘉宾，女士们、先生们、朋友们：
上午好！
Honorable leaders, guests, friends, ladies and gentlemen,
Good morning!
现在，我向各位领导、各位嘉宾简要汇报一下菏泽市经济开发区的建设发展情况。
Now, let me give the leaders and guests a brief introduction
about the construction and development of Heze Economic
Development Zone.
菏泽市经济开发区是经山东省人民政府批准设立的省级经济开发区，位于京九铁路和新石铁路十字交汇处，辖三个办事处，23万居住人口，面积148.6平方公里，居菏泽市城区东部，占城市总体规划面积的56%，是市委、市政府驻地，也是市级工业经济和商贸流通业发展的主体功能区。近年来，我们大力组织实施工业化和城市化双轮驱动战略，坚持以招商引资和大项目建设为中心，大力发展主导产业，培植产业集群，经济社会得到持续、健康、快速发展。2006年至2009年，生产总值由12.6亿元增加到54亿元，年均增长82.34%；地方财政收入由1.65亿元增加到3.44亿元，年均增长27.12%；四年完成全社会固定资产投资161.7亿元；城镇居民人均可支配收入、农民人均纯收入达到11581元、5470元，分别增加3225元、497元。
Lying in the cross interchange of Beijing-Kowloon Railway
and Xinxiang-Rizhao Port Rail, Heze Economic Development
Zone (abbr. as HEDZ) is a provincial economic zone, approved
by Shandong People’s Government. Under the jurisdiction of
HEDZ, there are 3 administrative offices with the area of 148.6
km2 and the population of 230,000. The area of HEDZ covers
56% of the total programmed city area. Lying in the east part of
Heze City, HEDZ is the place that Heze Committee of CPC and
Heze People’s Government take. Meanwhile, it is the main
industry and commercial circulation area of Heze City. In recent
years, adhere to the investment and large project construction,
we strongly organize double-wheel drive strategy of
industrialization and urbanization to develop the leading
industry and foster industry clusters. Therefore, the social
economy in HEDZ has got sustained, healthy and rapid development. From 2006 to 2009, the GDP in HEDZ increased
from 1.26 billion Yuan to 5.4 billion Yuan with the average
annual growth rate of 82.34%; the local fiscal revenue
increased from 165 million Yuan to 344 million Yuan with the
average annual growth rate of 27.12%; In the past four years,
we got the whole social fixed assets investment of 16.17 billion
Yuan; the disposable income of urban residents reached
11,581 Yuan/person and the rural residents reached 5,470
Yuan/person with the increased amount of 3,225 Yuan and 497
Yuan respectively.
市委、市政府高度重视开发区建设，举全市之力建设开发区。在62.8平方公里的新规划区内，主次干道建设和强电、弱电、供水、排水、通讯等管网铺设已经完成；近期新建的4座总容量550 KV的变电站已投入运行；蓄水量1500万立方米的工业水源地已开始供水；日处理能力12万吨的污水处理厂即将建成投运；每小时供热1500吨的化工园区热力中心一期建成投入使用；年运力1500万吨的三条铁路专用线，已建成两条。这些重要的基础设施，为工业大项目入区提供了强力支撑。
Heze Committee of CPC and Heze People’s Government
pays high attention to develop and build HEDZ. In the new 62.8
km2 programmed area, the infrastructure as the main & branch
roads, the strong & weak electricity, water supply, drainage,
communication and so on has been well equipped. The newly built 4 transformer substations with the total capacity of 550kv
have been put into operation. The construction of the industrial
water source with the water storage of 15 million m3 has been
finished. The wastewater treatment plant with the daily treat
ability of 120,000 tons will be finished and put into operation
soon. The construction of the 1st stage of the heating center in
the chemical industry park with the heating supply capacity of
1,500 tons/hour has been finished and put into operation. Two
of the three special railways construction with the annual
transport capacity of 15 million tons has been finished. The
above important infrastructure offer strong support to the big
industrial projects settled down in the chemical industry park.
为了打造与国际惯例接轨的区域投资环境，我们完成了新规划区区域环评、地质灾害评价、水资源评估和压矿证明、ISO9000质量管理体系认证和ISO14001环境管理体系认证。为给投资者提供高效便捷的服务,项目落地前，我们有专门机构为企业代办、领办准入手续；项目建设中，我们都成立专门班子跟踪服务。对组团或集团式的战略投资者、高新技术产业、重大项目和著名品牌，我们采取一事一议的办法，在政策上给予特殊优惠。
In order to build the good investment environment in line
with international practice, we have passed the regional
environmental assessment, geological hazard assessment,
water resources assessment, mine pressure proof, ISO9000 quality management system certification and ISO14001
environment management system certification. In order to offer
the investors convenient and high efficiency service, we have
the special organizations help the enterprises to communicate
with various departments to get the settle-down license before
the projects settle down; during the construction period, we
have the special team offer whole course service. As for the
groups of investors, high-tech enterprises, major projects and
the famous brands, we will take the measure of one project one
discussion and give the investors the special preferential
policies.
菏泽开发区地理区位优越，发展潜力巨大。这里地势平坦开阔，有比较充足的建设用地；这里有良好的金融环境，去年，开发区协调金融机构为企业贷款总额占全市的三分之一；这里是人才聚集的高地，在开发区为企业引进的高管人员中，有3人年薪过百万元、8人年薪过50万元、27人年薪过30万元。
HEDZ has superior geography location and great
developing potential. There is plenty of land for construction
use because Heze has flat terrain. We have good finance
environment in HEDZ. Last year, the loan amount the
enterprises took with the help of HEDZ covers 1/3 of the whole
city amount. HEDZ is an aggregation place for the talents.
There are 3 people who have the annual salary of more than 1
