THE ANALYSIS OF UNDERLAY CONTROL AND PLAN OF RECONSTRUCTING OVERHEAD TRANSMISSION LINES ABSTRACT On the basis of the underlay control and plan of reconstructing overhead transmission lines, this dissertation sets forth a systematic, integrated and feasible project, which is very suitable for underlay reconstructing of massive overhead transmission lines. It is proved to be effective and advanced by the practical project, the overhead transmission lines underlay scheme of Pudong New Area. Firstly, the underlay sequence of all kinds of overhead transmission lines, including electrical power overhead transmission lines, and the others, is confirmed. From the macro viewpoint, taking road as unit, the lines belonging to the same road are defined as an object. From the micro viewpoint, according to the degree of importance and priority of the objects, a scheme is laid out in detail with the priority weights algorithm or the clustering algorithm. After developed the multi-objective weights combination assigning method, priority weights algorithm is worked out to estimate multi-objects priority degree. Each essential factor of the reconstructing will be optimized and quantified roundly. The numerical results can avoid the subjective decision-making and be more direct and flexible. Based on the degree of importance and priority, clustering algorithm helps to attain a series of clusters. The objects in the same cluster are similar, which should be arranged to reconstruct during the same period. While on the contrary, the objects in different clusters should be reconstructed at different times in term of the sequence. Weighted Euclid distance is adopted to judge the constringency of

criterion function, and the abnormal data are found out to make the result more accurate. Secondly, coefficient analysis method and BP NN method are introduced to estimate the fund budget. Some effective solving means and raising money advices are summarized referring to the experiences and problems of some other cities. The dynamic time effect of fund is applied to achieve the dynamic compensatory fund method, which ensures the uniform reconstructing. Under the restriction of fund and plan, the time scheme is established. Assuming the annual average fund is constant with a little margin, roads are arranged to reconstruct in different years. Finally, some possible problems, such as the laying mode, cable type selecting, current carrying capacity, and so on, are discussed. Especially, priority weights algorithm is applied to select the power cable type. Each part of the cables should be analyzed to calculate the priority weight, which at last can show the integral matching and adaptive degree. Based on the quantificational results, the most suitable cable type will be found. It can avoid the uncertainty of the traditional method and ensure the results to be more immediate and credible.
