Respected Governor Wei Hong,Respected Ministers,Ladies and Gentlemen,Good afternoon.I am pleased to join you for the 10th Western China International Economy and Trade Fair and the Commerce Minister Forum on Cooperation. Please allow me, on behalf of the Ministry of Commerce of the People’s Republic of China, to express my sincere thanks and cordial greetings to all the ministers and distinguished guests present here.This forum, with the theme of “Partnership in Opening-up for Win-win Development---Western China and the World”, provides a forum for disc ussing issues relating to opening-up, win-win development and cooperation between western China and the world.自去年发生国际金融危机以来，世界经济经受了严峻的挑战和考验。
经过国际社会共同努力，加强合作，积极应对，当前世界经济形势出现一些积极变化，开始缓慢、曲折的复苏。
过去一年，中国政府在应对国际金融危机的过程中，坚定信心，迎难而上，从容应对，果断实施积极的财政政策和适度宽松的货币政策，及时出台并不断完善保持经济平稳较快发展的一揽子计划，在保增长、调结构、促改革、惠民生方面取得明显成效。
中国经济运行中的积极因素不断增多，企稳向好的势头日趋明显，国内生产总值增速回升，投资增速持续加快，消费稳定增长，国内需求对经济增长的拉动作用不断增强。
面对金融危机，中国在促进自身发展的同时，也在为世界经济恢复增长作出积极贡献。
The world economy has been put to severe tests and challenges since the global financial crisis of last year. Thanks to the concerted efforts by the international community in strengthening cooperation and formulating vigorous responses to the crisis, positive momentums are now building up in the world economy, which is now embarking on a gradual and winding path of recovery. Throughout last year, China has tenaciously faced up to the crisis with full confidence and a well thought-out response. Coupled with a proactive fiscal policy and a moderately relaxed monetary policy, China has introduced in a timely and decisive fashion a stimulus package for economic stabilization and growth. The stimulus package has shown prominent results in terms of assuring growth, readjusting structure, promoting reform and benefiting people’s livelihood. More brigh t spots were noted in China’s economic performance and the trend of a turnaround became more manifest. GDP and investment growth has accelerated, consumption improved steadily and the economic drive from domestic demand was strengthening. In the face of the financial crisis, China has on the one hand promoted its own growth and on theother contributed to world economic recovery.我们看到，国际金融危机尚未平息，对实体经济的冲击还没有结束，世界经济从总体上仍未摆脱衰退的困扰，复苏的道路可能漫长而曲折。
中国经济发展仍然面临很多的困难和挑战。
中国政府将保持宏观经济政策的连续性和稳定性，同时增强政策的有效性、针对性和可持续性，立足当前、着眼长远、突出重点，着力扩大内需特别是居民消费需求，推进经济结构的战略性调整，加快重点领域和关键环节改革，促进对外贸易和利用外资稳定增长，使经济回升的基础更加稳固，使企业的运行更有活力，使各方面发展更加协调。
However, the crisis has not yet subsided and its impact on the real economy has not fully entailed. The world economy is still mired in recession. The road to recovery is likely to be long and winding. The Chinese economy still faces tremendous difficulties and challenges. Therefore, the Chinese government will keep its macroeconomic policy consistent and stable while making it fine-tuned, effective and sustainable. By focusing on now while looking forward, China is setting priorities and anchoring its efforts in buoying domestic demand, especially consumer demand. It is advancing the strategic readjustment of the economic structure, accelerating reform into key industries and sectors and restoring growth in foreign trade and FDI. These measures have further buttressed economic recovery, supported a dynamic business sector and promoted more harmonized development.中国西部地区的建设与发展，是中国区域经济协调发展总体格局的重要组成部分，也是促进经济平稳较快增长和扩大内需的重要着力点。
自中国实施西部大开发战略１０年以来，西部地区经济增长速度明显加快，基础设施和生态环境建设取得长足进展，各族人民生活不断改善，经济社会发展已经站在一个新的历史起点上。
中国西部正在加快走向世界，利用外资、对外贸易、对外投资以及承包合作的能力大幅提高，在国际和区域合作方面发挥着越来越重要的作用，并且为世界各国开展与中国经贸合作提供了广阔的空间。
在进一步加强和深化西部国际经贸合作方面，我们愿意与世界各国开展更加广泛的务实合作，深挖合作潜力，拓展合作渠道，创新合作模式，丰富合作内涵。
Western China has an important place in China’s strategy of balanced regional economic development, in addition to being a key pivot point for promoting steady and rapid economic growth and for expanding domestic demand. The Western Development Strategy, introduced 10 years ago, has seen the burgeoning of western China’s economy and encouraging progress on infrastructure and eco-restoration. Living standards have been improving across the whole region. Western China is now at a new starting point in history in socio-economic terms. Western China is also pacing up toward globalization. Its appetite for inward FDI, foreign trade, outbound investment and contracting business has improved significantly. It now plays an increasingly important role in international and regional cooperation, and offers ample space for other trading partners. With a view to strengthening and deepening economic collaboration between western China and the world, we stand ready to conduct pragmatic cooperation with other countries in a broader range of areas, tap into our potential, expand existing and create new avenues of cooperation and enriching such cooperation.女士们、先生们：积极应对国际金融危机，推动世界经济健康复苏，是国际社会的共同任务。
