当地兽医防疫机构与检验检疫机构对出口禽肉企业肉禽的饲养、防疫、用药、免疫与疫病控制以及屠宰进行检疫检验与监督管理。

对所屠宰的家禽在出栏前3-5 天采取喉腔与泄殖腔棉拭子样品 , 每个饲养群不少于30 个样品，按照荧光 RT-PCR 方法或参照国际兽医局 (OIE)规定的方法 ,检测禽流感和新城疫病毒，并进行毒力鉴定。

按 OIE的规定，一旦发现疫情将严格按下列程序上报：当发生一类或疑似一类可报告疾病时，地方的畜牧兽医部门或检验检疫部门应在12 小时内尽快分别报农业部与国家质检总局，并依法在全国迅速采取相应措施。
农业部并将有关情况向联合国 FAO 等有关组织报告。

该计划主要包括：有关法律、法规以及有关受监控物质的禁用或允许使用、销售管理规定；监控体系中主管部门和有关部门的组织结构；实验室检测网络；官方抽样细则；计划检测的物质，分析方法，计划抽取的样品数量；对阳性结果的处理措施。

2001 年与2002 年监控对象没有改变；2003 年国家质量监督检验检疫总局考虑到对于蜂王浆和蜂蜜可以分别出口的实际情况，增加了对蜂王浆的监控。
