城市是一个历史范畴，它是生产力发展的结果。
从城市发展进程来看，城市化是社会生产力发展到工业化的必然产物。
随着中国经济的崛起、工业化进程的加快、经济体制及行政管理体制的改革,资金、技术、人口向城市聚集,大量农村剩余劳动力涌入城市,我国城市化步伐加快。
在未来一段时间内,我国城市化将步入高峰时期,届时城市人口数量将翻一番,对城市土地提出更高的需求。
而由于土地供给的刚性和中国人多地少的国情,城市建设用地的需求及土地供给的矛盾将日益突出。
因此,对城市土地利用和管理的研究是非常重要的。
土地政策就是土地管理的重要手段之一，在调节人地关系中起着重要的作用。
随着我国城市化进入加速时期，我国政府出台的城市土地政策越来越频繁，更加注重城市土地政策在宏观调控中发挥的功能，提高土地政策的效率。
但城市土地政策的制定和实施过程中也存在很多不尽如人意的地方，城市土地政策的实施效果也难以评价，因此，有必要结合国内外城市土地政策现状和实施情况，对我国城市土地政策发展演变过程进行系统的理论研究和实证分析。
本文以城市土地政策为研究对象。
首先将我国城市土地政策划分为三个阶段：无偿划拨阶段、两权分离阶段、土地参与宏观调控阶段，介绍了我国城市土地政策的发展与演变。
然后，结合土地政策的评估标准，对我国城市土地政策的发展演变做了评析。
接下来介绍了美国及台湾、香港地区的城市土地政策，评析得出了值得借鉴的经验及其借鉴。
最后，结合目前我国土地政策直接参与宏观调控的现状，运用政策分析的方法和技术路线，对今后我国土地政策的发展方向作了展望。
