船舶安全检查制度
Ship Safety Inspection System
1.船舶安全检查的目的是促使船舶保持良好的技术状况,符合船舶检验证书所载的各项要
求,满足船舶的适航条件,促进各项安全规章和操作规程的切实执行,保障船舶安全营运。
The purpose of Ship Security Examination is to promote ship to maintain good technical status, accord with vessel inspection certificate contained the requirements of the ship seaworthy, satisfy the conditions, to promote all safety rules and operating rules for the practical implementation, safeguard shipping safety operation.
2.船舶安全检查分为：港口国检查、主管机关实施的船舶安全检查、公司各职能部门组织
的定期安全检查以及船舶按期进行的自查。
The Ship Security Examination are divided: port state inspection, the implementation of ship security inspection done by competent authority, the regular safety inspection done by company each department organization's and Marine undergo the self-examination.
3.主管机关实施的船舶安全检查由公司安监部负责联络，结束后船长将主管机关的船舶
“安全检查通知书”及时反馈公司安监部，岸基各职能部门指导船方对本部门业务相关的缺陷实施整改，并在规定的时间内完成。
The competent authority of the ship security examination implementation by the company control safety department is responsible to contact, after such examination the captain will "safety inspection notice" timely feedback to company control safety department, each shore-based department should guide relevant vessel to rectify and reform, and implemented corrective completed within the prescribed time.
4.公司对船舶的定期安全检查
Companies in the vessel’s regular safety inspection
4.1.检查部门：安监部、SMS办公室、机务部、船员部。
Inspection Dep.: Safety Supervision Dep.; SMS Office; Technical Dep.; Crew Dep.
4.2.检查周期为每6个月一次。
如船舶不回国内港口，安监部可委托船长进行检查，并把
检查结果反馈给安监部。
Inspection cycle is once every 6 months time. If vessel didn't return domestic ports, Safety Supervision Dep. may entrust the captain for inspection, and the results feedback to the Safety Supervision Dep.
4.3.各个部门按职能分工负责各自管理内容的检查，内容参照(SMI-0102-1)船舶安全检查/
自查记录/报告表的标识进行，但也不限于现有的标识内容。
Each department is responsible for respective according to function division management content of check, content reference （SMI–0102-1）ship safety inspection/self-inspection record/report form., but which is azonic present marked contents.
4.4.对在检查中发现问题，检查人员要及时向船上指出，填写（SMI-0102-2）公司主管人
员登轮检查情况记录/处理表，重大问题应按SMP-0910不符合规定情况、事故和险情的报告分析和纠正程序的规定执行。
For the problem found in inspection, the check personnel should promptly points out to the ship, fill in（SMI-0102-2）Inspection record/disposal table for supervisor aboard ship, the severe problem would execute the regulation as per the SMP - 0910 unconformity with the provisions, accidents and danger report analysis and corrective procedures hereof.
4.5.船长应组织各部门人员按整改要求实施整改，并在规定的期限内完成。
The captain should organize personnel of all departments to rectification as per requirements, and made within the prescribed time limit.
4.6.下次公司检查时,应对上次检查中发现的缺陷进行复查。
The company inspect relevant vessel next time, should review the deficiencies which discovered during last inspection.
5.船舶安全检查的自查
Self-check of vessel safety inspection
5.1.船舶安全自查每季度进行一次，但内外审前必须增加一次。
The vessel security self-examination may inspect every quarter but it must increase once before internal and external inspection.
5.2.船舶安全自查由船长组织，各设备主管人员按照职责分工，结合日常的检修、养护和
预防检查的工作进行。
Vessel safety self-check by the captain, all vessel safety organizations, and equipment managers should work in accordance with the division of responsibilities and combined with routine maintenance, preventive maintenance and inspection.
5.3.检查内容按船舶安全自查记录表即SMI-0102船舶安全检查/自查报告表进行。
Content of vessel safety self-check should work as per the table by SMI-0102-1 Vessel Safety Inspection/Self-Check Record/Report Form
5.4.自查中发现的问题，按SMP-0910不符合规定情况、事故和险情的报告分析和纠正程
序的规定执行。
Problems found in self-check should resolve as per SMP-0910 Non-conformity/accident/ miss risk situation analysis and corrective procedures regulations.
5.5.需岸基支持的由船长提出要求“航修申请单”、物料申请单或备件申请单报机务部。
Shore-based support to be requested by the master of “vessel repair request form”, material or spare parts for a single application form to apply maintenance department report.
