除此之外，工贸行业企业存在的较大危险因素，亦成为诱发各类安全生产事故的主要根源，易燃易爆粉尘、高温熔融金属、冶金煤气、液氨等引发的重特大事故时有发生。
On September 6, 2015, the State Administration of Work Safety promulgated the Catalogue for Guiding the Identification of Serious Hidden Risks for Hazardous Chemicals Enterprises (Trial), clearly stating the serious hidden risks for key industries with high risks and giving examples. In addition, major hazardous factors existing in industrial and business enterprises are main causes inducing all kinds of accidents related to work safety, serious accidents and extraordinarily serious accidents happen occasionally because of flammable and explosive dusts, high-temperature molten metals, metallurgical coal gas and ammonia, etc.2016年3月29日，国家安全监管总局决定自2016年至2020年在工贸行业，主要是冶金、有色、建材、机械、轻工、纺织等6个行业企业开展较大危险因素辨识管控、提升防范事故能力行动计划，并颁布了相应的《ⅹⅹ行业较大危险因素辨识与防范指导手册》。
On March 29, 2016, the State Administration of Work Safety decided to carry out the action plan of identifying, managing and controlling major hazardous factors and of improving the accident-prevention capability from 2016 to 2020 among industrial and business enterprises, mainly including the six industries and enterprises of metallurgy, nonferrous metals, construction materials, machinery, light industry and textile, and promulgated corresponding Manual of Guidance on Identification and Prevention of Major Hazardous Factors for XX Industry.由于“行动计划“涉及范围广、持续时间长，影响面大，我们在此进行解读，以提示EHS管理人员，补足相应管理的缺失，确保企业与安全管理工作的持续合规。

而此次针对冶金、有色等6个危险性相对较小的行业开展的较大危险因素管控计划，可以说是监管部门一种新的尝试，一种试点。
我们会发现，监管部门的关注重点已从重大危险源、重大隐患进一步扩展到了较大危险因素，且并不排除以后在余下其他行业推广的可能性。
Regarding to the high-risks industries of hazardous chemicals, coal and non-coal mines, relevant documents and plans related to major hazardous factors have not yet been introduced. However, it is a new attempt and a pilot action for the supervision departments to carry out the managing and controlling plan of major hazardous factors among six industries with relatively less dangers, such as the industry of non-ferrous metal and the metallurgical Industry. It is shown that the supervision departments have further extended their focus from serious hazardous sources and serious hidden risks to major hazardous factors, and the possibility that the focus will be extended to other industries cannot be excluded.为了遏制重特大事故的发生，不管是重大隐患，抑或是较大危险因素，都将是被重点监管的对象，企业EHS人员需留意。
