趸售电价机制研究
摘要：完善趸售电价机制，合理提高趸售电价水平，加强趸售电价管理，事关电网和公司发展改革大局，对促进农村电网发展，满足农村地区经济社会快速增长的用电需求，保障公司合理利益具有重要意义。
本课题通过研究分析公司系统各单位趸售电价基本情况，总结趸售电价中存在的问题，对典型省趸售电价机制进行案例分析，进一步提出四种趸售电价定价方式和三种趸售电价定价方法，在进行优缺点分析和比较的基础上，提出适应公司发展的可行的趸售电价定价方式和方法，以及可操作的政策措施建议，为公司争取有利的趸售电价机制提供参考。
目前，公司趸售均价占终端销售均价的77.06%，高于国家政策规定，与趸售供电企业之间在购销差价分配中的比价关系较为合理，总体上处于合规合理水平。
但也存在个别问题，主要是：（1）部分地区趸售电价水平偏低；（2）趸售电价调整机制尚不完善；（3）上网电价单边调整时趸售电价未及时调整；（4）趸售区域中大用户供电关系有待进一步规范；（5）趸售电价基金的收取与缴纳不一致难处理。
为解决以上问题，减少对公司生产经营造成的一定影响，需要采取以下措施：（1）逐步缩小趸售电价执行范围；（2）完善趸售电价机制，保证趸售电价政策执行到位；（3）建立趸售电价与上网电价联动机制，合理传导上网侧增支购电费；（4）创造良好供用电环境，争取趸售区域内大用户由省级电网直接供电；（5）争取规范趸售电量基金与附加政策与核算模式。

Research on wholesale electricity price mechanism
Abstract:Improving the wholesale electricity price mechanism, reasonably raising wholesale electricity price level and strengthening management of the wholesale electricity price are related to the overall situation of power grid and the company’s development, and are of great significance to promoting development of countryside power grid, satisfying power demand with rapid growth of economy and society in rural areas and safeguarding reasonable interests of the company.
This subject analyzes wholesale electricity price’s basic situation in all units of the State Grid system, and summarizes existing problems of wholesale electricity price, then do case studies of wholesale electricity prices in typical provinces. Through this, this subject further put forward four pricing modes and three pricing methods. Basing on the analysis and comparison of advantages and disadvantages, we put forward a wholesale electricity pricing mode and method which is feasible and adaptable to the development of the company, then we put forward operational suggestions of policy measures, which can provide a reference for company to ask for favorable wholesale price.
Currently, the company’s average wholesale electricity price accounted for 77.06% of the average terminal sales tariff, higher than the national policy regulations, which is generally
in a reasonable level of compliance considering the electricity price relationship between wholesale power enterprises in distribution of the purchase and sale price difference. But there are individual problems, mainly: (1) wholesale price level is low In some areas; (2) Wholesale electricity price adjustment mechanism is not perfect; (3) the wholesale price is not adjusted timely when generation price was adjusted Unilaterally; (4) large users power supply relationships in wholesale supply area need to be further standardized. (5) The inconsistency between collection and payment of the wholesale electricity price funds is hard to handle. To solve the above problems and reduce some impacts on the production and operation of the company, need to take the following measures: (1) Gradually narrow the implementation scope of wholesale electricity prices; (2) Improve the wholesale price mechanism, ensure implementation of wholesale electricity price policy; (3) Establish wholesale electricity prices and generation price linkage mechanism, and reasonably conduct access side incremental purchase electricity charges; (4) Create a favorable environment for electricity supply and consumption, and strive for that large users in wholesale area be directly supplied by the provincial power grid; (5) Strive for that wholesale electricity funds, additional policies and fund accounting model be standardized .
