1.2 编制范围和内容本施工组织设计是根据招标文件要求和工程现场实际条件进行编制的,技术标书的内容和顺序均完全遵守招标文件的规定和要求。

1、编制范围本投标施工组织设计编制的范围主要包括:招标文件明确的招标范围,即土建、水电安装工程。

2、编制内容编写时从施工项目全过程中的人力、物力和空间等三个要素入手,着重对整个工程的管理、施工总体部署、资源投入计划、现场平面布置与交通组织、进度控制等作了安排,提出了质量、工期、安全和文明施工等的保证措施。

针对本工程的具体情况,确定了施工顺序、施工方法、劳动力组织措施,为项目施工的节奏性、均衡性和连续性提供最优方案,从而在工期、质量、安全生产、文明施工等方面全面达到预期的目标。

1.3 编制原则全面落实各项目标的实施,加强专业分包的协调,优化资源配置,集成各方优势,创新工作机制,营造有利环境,最终实现业主满意的目标。

具体如下:1 认真贯彻科威特国家工程建设的法律、法规、规程、方针和政策。

2 严格执行工程建设程序,坚持合理的施工程序、施工顺序和施工工艺。

3 采用现代建筑管理原理、流水施工方法和网络施工技术,组织有节奏、均衡和连续地施工。

4 优先选用先进的施工技术,科学确定施工顺序;认真编写各项实施计划,严格控制质量、进度、成本和安全施工。

5 提高施工机械化、自动化程度,改善劳动条件,提高生产率。

6 坚持“安全第一、预防为主、综合治理”原则,编制安全文明施工和生态环境保护措施。

第二章工程概况2.1 项目概况The Site is located at Sabah Al-Salem University City –Kuwait University –Shadadiya Area – Kuwait. The approximate area of site is 121626.6 square meters.The scope of work under this Contract comprises the construction, completion, commissioning, handover and maintenance of works related to the work briefly, consists of the construction of the following, together with associated facilities, site improvements and landscape development, as indicated in Contract Documents:The scope of works includes the following elements:1)Decked Parking (9 nos.) complete with parking systems2)Underground Shelters (14 nos.) type C4, complete with all MEP systems3)Electrical Sub-stations (5 nos.)While some Decked Parking structures are integrated with the Shelters located underground, other Decked Parking are located separately. In addition, there are also standalone Shelters. Refer to the drawings for specific details.The scope of works under this package (BP6A) consists of the following:1、All civil construction works of Shelters, Decked Parking and Electrical Sub-stations located on the West side of the Main Campus and as shown on the Tender drawings2、All associated MEP works related to the Shelters and Decked Parking.3、Testing and commissioning of the complete system as detailed in the project Specifications.4、Complete the Shelter connections to the Utilities Services Tunnels, after considering any possibility of differential settlement, in closecoordination with the Engineer.5、Earthworks, with all necessary support works, to the extent provided for in the drawings and specifications.6、Design, establish, operate maintain and remove upon completion all temporary facilities that are required and are necessary for the execution of the works.7、Establish, operate and maintain all temporary facilities for the Engineer, Engineer’s Representatives and the Project & Construction Manager (PM/CM) throughout the duration of the works. (all as shown in the attached dynamic Logistics Plan, subject to changes)8、Allow for basic facilities such as mobile toilets, mess rooms and site offices near the working areas to accommodate the Contractor’s workforce and the Consultant’s staff9、Allow for supplying and paying all costs for water and electricity associated with the temporary facilities as described above.10、The works will require coordination with other Infrastructure and/or College contractors and/or Facility contractors.11、Earthworks for the underground Shelters shall be secured with necessary shoring so as to allow the adjacent works to proceed unhindered.12、The Contractor shall be responsible for ensuring that all Works, which interface with the existing installation and Works of adjacent contractors (appointed separately by the Employer) of Infrastructure and Building Works (like External Electro-Mechanical Services Works/Utilities, Utility trenches and adjacent Buildings) are completely coordinated with regard to shop drawings, survey of the work, materials, equipment, installations, testing and commissioning.13、The Contractor shall note that the coordination shall remain valid for the interfacing of all contiguous works whether those works are shown in the drawings or not, or under construction or not.2.2 工程特点与难点分析1)施工作业面大,各种资源共享难度增大,要对各项资源进行合理调配,发挥最大利用效率。
