一是大力推进提高统筹层次，按国务院统一部署，目前各省份基本建立起养老保险省级统筹制度，使部分地区原来高达30%以上的单位费率降到全国统一的20%。
二是各级政府加大对社会保险基金的投入。
仅2011年全国各级财政对职工养老保险的补助资金就达2072亿元，其中中央财政补助地方1847亿元。
三是在经济波动中，采取阶段性减缴、缓缴社会保险费的政策。

《法制日报》记者从有关部门获悉，2011年12月1日，湖南省衡阳市中级人民法院一审以被告人张和平犯受贿罪，判处其有期徒刑15年，剥夺政治权利5年，并处没收个人财产人民币200万元；违法所得719.1148万元予以追缴，上缴国库。
衡阳市中级人民法院一审认定，被告人张和平在担任贵州航空有限公司副总经理、南航湖南分公司总经理和南航股份总工程师兼机务工程部总经理期间，利用职务便利，在航线包销、基建工程、飞机维修、安排就业等过程中，为他人牟取利益，先后收受庞某等6人贿赂32次，款物折合人民币共计719.1148万元。
其中7万元因张和平当时
不具有国家工作人员身份，不计算为受贿数额，其受贿金额应该为712.1148万元。
