IV. Translate the Following Passage into Chinese (30%)
The possibility of passing laws forbidding sportsmen from owning shotguns would be very slight. There would be intense opposition to such laws. On the other hand, laws forbidding handguns have a greater chance of enactment. But then the familiar saying would become fact: “When guns are outlawed, only outlaws will have guns.”
Many crimes in America are committed by people using guns. Most of these people have a record of criminal offenses. By law these criminals are not allowed to purchase or own guns. Do they care? No. They do not obey laws and find other ways to get guns.
The problem is a people problem, not just a gun problem. In America, we have become a nation that has largely rejected the traditional rules and ethics of Western society that have helped it become a society of progress and the rule of law.
IV. Translate the Following Passage into English (30%)
广州的迎春花市起源于“花渡头”。
其形成可追溯到明朝或之前，当时广州花市与罗浮山的药市、东莞的香市、廉州的珠市，被称为“广东四市”，影响甚广。
迎春花市是广州独一无二的民俗景观，不但呈现了古老的岭南春节习俗，更与广州人的生活密切相关，融合了广州人“讲意头”的传统，从而形成了自己独特的花卉语言。
花卉语言具有求实、重利、善变的特征，与广东人讲求实际、重功利的传统心理相符。
比如，标价的数码与发财致富有关，“3”、“8”、“9”与“生”、“发”、“久”
谐音，寓意生生猛猛、发财大利、长长久久。
