Research of Anshan city low-income families' education aid problem

(School of Public administration and law,Liaoning Technical University,Fuxin ,Liaoning 123000) Abstract: Low-income families of the city are one of the city's vulnerable groups, facing great difficulty in children's education, they need social help. As our education aid system is still not perfect, the demands of the children education of the city’s low-income families are hard to realize. The paper took Anshan city as an example, combining the investigation method of the questionnaire with the method of theoretical analysis, analyzed the present situation and the problems that were existing of Anshan city’s low-income families’ education assistance. On this basis, the strategies of making clear the main responsibility for education aid, the establishment of the relief objects standard coverage, expanding the relief in the form, multi-channel fund-raising are proposed.. 0 引言
2008 年 10 月 22 日， 民政部联合其他有关部门下发了 《城市低收入家庭认定办法》 （民 发[2008]156 号），指出城市低收入家庭，是指家庭成员人均收入和家庭财产状况符合当地 人民政府规定的低收入标准的城市居民家庭。据此，鞍山市与 2010 年 2 月出台了《鞍山市 城市低收入家庭认定管理办法》，明确规定了城市低收入家庭包括城市低保家庭、城市低保 边缘户家庭和其他城市困难家庭三类人群。 截至 2010 年 3 月 31 日， 鞍山市城市低收入家庭 在低收入家庭调查中， 承担子女教育的占 78.2%， 达到 40439 户， 低收入家庭人数 66050 人[1]。 其中义务教育占 30.4%,非义务教育达到 47.8%。 承担子女教育的城市低收入家庭应是城市最 弱势群体之一，在生活频临或处于最低水平的同时，还要承受子女教育的巨大压力，尤其是 在子女非义务教育阶段， 许多低收入家庭子女因无力支付高昂的学费而不得不辍学。 贫困造
