我国从中央到地方的各级政府权力清单的建设，要经过清权厘权、科学确权、简政放权和严格制权等改革步骤，划清权力的界限，限制政府的自由裁量权，明确政府职责于责任，提升政府的服务质量。
政府权力清单制度建设不仅需要进一步完善，还要在此基础上建立整合型权力制约监督模式，科学配置权力结构与权力功能发挥从而提升改革效果，政府要梳理正确的权力观即责任和服务观念。
在此基础上逐步扩大权力清单范围，以实现政府转型，促进各方对政府的监督，实现权力规范运行的可持续化。
随着我国经济的不断发展，我国正处于社会转型的过渡时期，过去很长一段时间里实行的计划经济，给我们当前遗留下了行政权力泛滥的问题，这也成为了制约我国经济发展障碍。
为了使政府权力运行更加规范化，我国陆续公布了《行政诉讼法》、《行政处罚法》、《行政许可法》、《行政强制法》等法律法规。
在2008年开始实行《政府信息公开条例》，这充分体现了我国在权利清单建设方面的重大举措。
十八届三中全会后，权力清单制度实行开始推广，希望通过公开政府权力，促进社会各方对政府监督，从而建设廉洁高效的服务型政府。

政治文明有很多种表现形式，包括良好有序的社会政治秩序和该政治的发展过着。
政府权力在当代社会涉及面十分广泛，几乎是无孔不入的。
政府权力覆盖社会的方方面面，社会上不存在任何不受权力管制的空间。
而“Politeia(政治)的基本含义，就是人类所实际安排的所有政治权利”。
不论我们想与不想，我们都是服从于宏观权力和微观权力支配的，我们每个人的行为都是受权力支配所产生的结果。
权力清单制度作为我国政治文明发展过程中对权力规约的热点探索，已成为当今学术讨论的热点话题。
但当前学术理论界对政府权力清单问题的认识还不够系统化。
因此，要科学全面解读政府权力清单制度，就要从公共管理学、法学和政治科学等相关学科介入，理清政府权力清单制度的机理。
二、政府权力清单制度建立的背景近年来，随着经济的不断发展，我国各个地方政府行政权力滥用，职权边界不明和应用混乱问题频发，为了解决以上问题，约束政府行为，在理论研究的基础上，结合现有的实践经验，建立政府权力清单制度。
政府权力清单制度作为我国政府权力改革的起点，有助于我国政府依法行政，从根源消除腐败，推动社会各界的广泛监督，对于我国民主于法制建设进程和社会主义市场经济改革具有重要的意义。
党的十八届三中全会审议通过的《中共中央关于全党深化改革若干重大问题的决定》，明确提出要“推行地方各级政府及其工作部门权力清单制度，依法公开权力运行流程”。
通过对政府行政权力的公开，揭下权力运行的神秘面纱，打破其封闭性，确保政府行政的高效和廉洁。
①（一）在推行该制度前政府权力的乱象1．权力滥用当前，我国的各级政府有权力，但其权力的运用不规范，权力滥用的现象广泛存在。
政府权力滥用，不仅对社会和人民有很大危害。
而且权利的滥用现象会想流感病毒一样快速传染和扩散，如果没有及时根治，必然会引发大问题。
每个人都有自私的一面，而运用政府权力的管理者往往会无限度的扩张自己的权力。
我国处于社会主义初级阶段和社会转型期，新旧制度的应用往往会产生矛盾。
而政府部门在行使职权的时候，为了一己私利，会有超出权利范围损害社会公共利益和公民个人利益的行为。
纵观当下社会，发生了很多政府公共权力滥用的典型事件，如“强制性拆迁”、“摊派指标”、“公车私用”等行为。
这正体现了我国政府的权力滥用。

这一现象要引起我们的足够重视。
