A独立学院发展战略研究独立学院是中国高等教育发展过程中的新生事物，它对于促进中国高等教育的普及与较快发展，推进高等教育大众化目标的实现发挥着比较重要的作用。
经过最近几年的发展，独立学院管理过程中存在的问题逐渐显现出来，发展战略不明确就是其中的重要问题之一。
本文以A独立学院为研究对象，借鉴企业战略管理的相关理论，在介绍了A独立学院发展现状的基础上，分析了A独立学院发展过程中存在的主要问题，提出了A独立学院发展战略目标，并制定了相应的战略实施保障措施。
本文共分四个部分。
本文第一部分简要介绍了A独立学院的概况，主要包括设立及发展历史、专业设置、办学规模、组织结构及人力资源现状等。
第二部分对A独立学院进行了SWOT分析，论述了A独立学院目前自身优势、劣势，以及面临的机会、威胁等，并指出了A独立学在运行和管理中存在的一些问题。
第三部分针对中国高等教育发展的总体趋势，并结合A独立学院的办学定位、自身实力等，对A独立学院的发展战略发展目标进行了研究，论述了A独立学院发展战略的主要特点。
第四部分着重分析了A独立学院发展战略的实施及保障措施，如通过引进和培养等加强资师队伍建设，加强学科建设，凝炼办学特色，实施质量工程及加强教学科研管理等。

II1 A独立学院概况1.1 基本情况1.1.1 发展历程改革开放以来，随着市场经济多元化的发展，高等教育办学体制，打破了过去那种专靠政府包办的单一办学模式，出现了“国有型、国有民办型、民办型”这三种办学体制，而A独立学院正属于其中的“国有民办型”，即通常所说的“三本”院校。
A独立学院是2004年3月经国家教育部批准的，按新体制、新模式举办的独立学院，隶属于辽宁省省属综合性大学——L师范学院。
L师范学院师资力量雄厚，办学水平较高，连续多年在同类院校教育教学水平评估中名列第一位。
A 独立学院的发展历史最早可以追溯到1999年，其前身是L足球学院。
A独立学院的具体发展历程（见表1-1）基本可以看作是中国高等教育民营化的一个缩影。
表1-1 A独立学院的主要发展历程11.1.2 办学规模A独立学院（以下简称为A学院）位于辽宁省锦州市，占地560亩，建筑面积14.5万平方米，多媒体教室、机房、实验室、图书馆等硬件设施一应俱全。
目前，A学院与L师范学院共用一个新校区，可以共享母校图书馆、网络模拟实验室等教学资源，但拥有独立的教学、公寓、食堂等功能区。
A学院主要招收国家统一录取的三批次学生，现有全日制在校生人数约9,800多人。
A学院成立以来，在辽宁省及锦州市政府和各级教育主管部门的大力支持下，全校师生共同努力，取得了较为显著的办学成果。
（1）独立教学理念逐步形成近年来，A学院从适应社会发展需要出发，不断建立健全新型管理体制，更新教育观念，深化教学改革，加强教学质量建设，提高教育教学水平。
A学院根据“为地方经济建设服务，培养社会需要的适用型人才”的目标定位，因材施教、分流培养，聚集优势、突出特色，科学调整教学模式，使课程设置和教育教学方法更加注重实际，最大限度地适应学生、适应社会的需要。
