第1页 内容摘要 随着社会经济的发展，人类平均寿命正在逐步延长。据报道，我国老年人口已达1.3亿人，占总人口的10.9％，是当今世界上人口老龄化速度较快的国家之一。广阔的老年服务市场催生了大量的老年公寓、托老所、老年服务中心等养老机构，这些机构的建立需要大量的护理员从事养老服务工作。根据民政部《关于加快实现社会福利社会化的意见》，社会福利社会化要达到“五化”的要求，其中之一是服务队伍的专业化,包括专业化的医生、护士和护理员。其中，护理员直接为老人提供生活照料和护理，是养老服务工作中一支重要力量。养老护理就是指从事老年人生活照料、护理和精神慰籍的一种新型职业。在我国4万多个社会福利机构近百万员工中，养老护理员是最大的群体，无疑也构成了这个行业的主力军。他们的服务态度、文化素质、专业技能直接关系到入住老人的安危、生活品质，以及养老机构经营效益。然而, 这支队伍状况令人堪忧，已经影响到我国养老资源的有效利用和养老服务事业的健康发展。本文分析了我国养老护理员队伍状况、存在的问题和产生的原因，试图引起社会关注，妥善解决这支队伍建设过程中存在的问题。老护理是应对人口老龄化形势和老年社会福利事业发展而产生的一个新职业。文中深入分析了我国养老护理员队伍现状、存在的问题, 并提出了加快这支队伍建设的对策建议。

The article analysed our country old-age care team status, existing problems and the causes, try to cause social attention, properly solve the team problem during the process of construction. The old nursing is responding to population aging situation and social welfare for the old aged to develop and produce a new occupation. In this paper, in-depth analysis of China's old-age care team current situation, existing problems, and put forward to accelerate the countermeasure proposal that team construction.

对养老护理员队伍建设存在问题的思考及分析 一、养老护理员队伍建设的重要性

（一）养老护理员队伍的界定 中国人口老龄化正快速增长，高龄、空巢、失能的老人越来越多，我国正从居家养老向社会化养老转变，越来越多的老人选择走进养老院，养老护理行业市场可谓潜力巨大，目前养老护理员岗位还没有被人们正确认识，完全停滞在一种传统落后的观念上，简单地将养老护理员等同于喂水喂饭、擦屎倒尿的工作，而没有认识到养老护理员是在人口老龄化背景下出现的一种高尚职业。职业定义：养老护理员是指老年人为护理对象的一种护理行业，它的基本任务是根据老年人的生理和心理特点及社会需求，为老年人的日常生活、疾病护理、心理护理等提供常用护理技术等，而养老护理员就是在社会养老服务机构，专职照顾老人的生活并为老人提供整体护理服务的工作而建立的团队。本职业共分四个等级：初级 （国家职业资格五级）、中级 （国家职业资格四级）、高级 （国家职业资格三级）、技师 （国家职业资格二级）。

（二）养老护理员队伍建设的重要意义 中国人口年龄结构已进入老龄化阶段，为应对我国老龄化社会的到来，社会上将会出现大量的老年服务机构，需要培养大量的从事老年护理的专业人才才可以满足这些机构的服务需求，而现实社会中，参与该服务工作的人员是少之又少，并且本身也没有更加专业的服务知识。所以，开设老年护理专业教育是社会所需，将大有发展前景。 1.是人口老龄化时代的需求 人口老龄化是世界人口发展的普遍趋势，是科学与经济不断发展的标志，21世纪是人口老龄化的时代。目前，世界上所有发达国家都已经进入老龄社会，许多发展中国家正在或即将进入老龄社会。1999年，中国也进入了老龄社会，是较早进入老龄社会的发展中国家之一。2000年我国第5次人口普查结果显示，65岁以上老年人口达8811万人，占总人口6.96%，60岁以上人口达1.3亿人，占总人口10.2%，已成为世界上老年人口最多的国家，占全球老年人口总量的五分之一。自1982年第三次人口普查到2004年的22年间，中国老年人口平均每年增加302万，年平均增长速度为2.85%，高于1.17%的总人口增长速度。2011年年末全国60岁及以上人口达到18499万人，占总人口的13.7%，比2010年增加0.47个百分点，65岁及以上人口达到12288万人，占总人口的9.1%，增加0.25个百分点。照现在老龄化的发展趋势，预计到2100年，我国老年人口总量将高达3.18亿，将占我国总人口的31.09%。 2.有利于建立和壮大养老工程 随着城市家庭结构模式呈现的“四、二、一”倒金字塔形式（即一对夫妇，生育一个孩子，赡养两对老人），传统的家庭养老功能日趋削弱。老年人的赡养逐渐由家庭转到养老机构养老，为了满足社会的养老需要，民政部研究制定了许多的关于老年服务的规范性制度，如《老年人社会福利机构设置的基本标准》、《老年人社会福利机构服务标准》、《老年人护理分级标准》等文件。据民政部门的统计，我国已有38593家养老机构，其中：国办收养性社会福利机构3454家，集体收养性社会福利机构33736家，民办养老机构1403家。 目前的养老机构数量还远远不能满足社会对于老年人的养老需要，各种养老服务机构急需进一步增加。2006年12月15日，全国老龄工作委员会办公室常务副主任、中国老龄协会会长李本公做客强国论坛，以“老龄工作与和谐社会建设”
