摘要广西伶俐镇拥有甘蔗种植的有利自然条件和广泛的群众基础，区位优势明显，交通便利，适合甘蔗产业的发展。
本文以广西伶俐镇为调查范畴，采用问卷调查的方法实地走访，以伶俐镇甘蔗种植户为调查对象进行调查分析，了解当地甘蔗种植发展情况，并提出相应的发展建议。
调研发现伶俐镇甘蔗产业发展存在的问题有：一是农户蔗地小而散，种植规模小，不利于降低生产成本；二是机械化生产程度极低，劳动力需求大；三是甘蔗生产成本高，蔗农收益减少；四是单位面积产量低于全区水平，增长速度缓慢；五是蔗农种植知识水平偏低，缺乏科学指导；六是糖厂支持力度不足，提供服务欠缺；七是其他产业的发展对甘蔗种植发展产生阻碍。
针对伶俐镇甘蔗生产的现状问题，为促进伶俐镇甘蔗产业的健康久远发展，作者提出以下几点建议：一是鼓励土地流转，推动甘蔗种植集中化、规模化发展；二是扎实推进甘蔗生产的机械化发展；三是建立甘蔗种植示范基地，提高甘蔗生产效率；四是加强科技普及力度，提高蔗农科学种蔗水平；五是糖厂加大支持力度，提高服务水平；六是建立激励机制，促进甘蔗产业发展。
关键词：甘蔗现状问题对策The current situation of sugarcane production in Lingli town of Guangxi and the CountermeasuresABSTRACTLingli town in Guangxi has favorable natural conditions and a wide range of people's planting base, with obvious location advantages and convenient transportation, which is suitable for the development of sugarcane industry. In this paper, Lingli Town, Guangxi Province, as a survey area, using the method of questionnaire survey on-the-spot visit, taking the sugarcane growers in Lingli town as the survey object for investigation and analysis, to understand the local sugarcane planting development situation, and put forward the corresponding development suggestions. The survey found that the problems in the development of sugarcane industry in Lingli town are as follows: 1. The farmers' sugarcane land is small and scattered, and the planting scale is small, which is not conducive to reducing the production cost; 2. The degree of mechanized production is very low, and the labor demand is large; 3. The sugarcane production cost is high, and the sugarcane farmers' income is reduced; 4. The output per unit area is lower than the level of the whole region , and the growth rate is slow; 5. The sugarcane farmers' planting knowledge level is low, and lack of scientific guidance; 6. The lack of support andservice provided by sugar factories; 7. The development of other industries hinders the development of sugarcane planting.In view of the current situation of sugarcane production in Lingli Town, in order to promote the healthy and long-term development of sugarcane industry in Lingli Town, the author puts forward the following suggestions: 1. Encourage land circulation to promote the centralized and large-scale development of sugarcane planting; 2. Solidly promote the mechanized development of sugarcane production; 3. Establish sugarcane planting demonstration base to improve production efficiency and increase the income of farmers; 4. Strengthen the popularization of science and technology to improve the scientific sugarcane planting level of sugarcane farmers; 5. Establish incentive mechanism to promote the development of sugarcane industry.Key Words：sugarcane; Current situation; Problems; Countermeasures一、前言（一）研究背景甘蔗是适合生长在温带和热带的农作物，世界上有不止100个国家种植甘蔗，从种植面积上看，种植面积最大的是地处南美洲的巴西，第二是印度，中国排在世界第三位。
我国甘蔗生产主要分布在南方，广西、广东、海南、云南、福建等是我甘蔗生产主要分布地。
广西的自然条件十分适合甘蔗生产和发展，甘蔗产业也是广西著名的传统优势产业。
据统计，2018年我国甘蔗的种植面积为1406千公顷，广西的甘蔗种植面积为886.4千公顷，占全国种植面积的63.04%。
我国甘蔗2018年产量为10809.7万吨，广西2018年甘蔗产量达7292.8万吨，占比高达67.47%。
根据中国统计年鉴的数据，近五年来广西甘蔗单位面积产量保持稳步增长，且超过全国平均水平。
广西也是我国的食糖生产中心，享有中国糖都的称号。
广西有60多个县超过1300万农民从事甘蔗生产，甘蔗种植成为这1300万农户的重要经济来源，甘蔗产业在保障农民收入，促进经济发展等方面发挥着重要作用。
从区域角度来看，广西的甘蔗种植主要集中在南宁、崇左、宾阳、柳州这四个城市。
就种植面积来说，这四个城市的种植面积比重占了广西的69.16%。
伶俐镇位于广西南宁市的东部，邕江穿过小镇，伶俐镇就分成了南北两岸，由于地理环境的限制，北岸山地居多，没有甘蔗种植户，主要发展林木业。
南岸地势较为平缓，适合甘蔗种植，已有种植甘蔗60多年历史，2018年甘蔗种植面积1.32万亩，年产量6.3万吨，甘蔗种植是南岸农民的重要经济来源。
随着社会经济的发展，以及其他新兴产业的发展，广西伶俐镇的甘蔗生产存在很多问题，面临着诸多挑战：一是农户蔗地小而散，种植规模小，不利于降低生产成本；二是机械化生产程度极低，劳动力需求大；三是甘蔗生产成本高，蔗农收益减少；四是单位面积产量低于全区水平，增长速度缓慢；五是蔗农种植知识水平偏低，缺乏科学指导；六是糖厂支持力度不足，提供服务欠缺；七是其他产业的发展对甘蔗种植发展产生阻碍。
以上的问题对伶俐镇蔗农甘蔗生产的收成都造成一定的影响，不利于农民增收，影响伶俐镇社会进步和经济发展。
（二）研究目的以广西伶俐镇为调查范畴，通过问卷调查法，以伶俐镇甘蔗种植户为调查对象，对伶俐镇甘蔗生产进行调查分析，了解当地甘蔗种植发展情况，分析甘蔗产业的发展现状以及存在的问题，并结合实际提出相对应的建议，希望能对促进广西伶俐镇的蔗农增收和经济增长提供帮助。
