The most important part of syllabus design is selecting and sequencing language item.

The restriction of the language to a particular dialect and register(语域). The selection from within the register of the items that are to be taught according to criteria such as frequency of occurrence, learn ability and classroom needs.
Grading
Arrange the items into blocks of the right size for years ,terms, months ,weeks, days and classes of the teaching course. Sequence which the items in the blocks are to be taught.
Syllabus design is a bridge between language teaching theory and language teaching practice.

A syllabus is a specification of what takes place in the classroom ,which usually contains suggestions of methodology. However, curriculum ,provides (1)general statements about the rationale about language, language learning and language teaching (2)detailed specification of aims ,objectives and targets learning purpose (3)implementation of a program. In some sense，a syllabus is part of a curriculum.

Syllabus is more localized and is based on the accounts and records of what actually happens at the classroom level as teachers and students apply a curriculum to their situation.
