A summary of Soft power and American foreign policy1班朱佰文In this excerpt, the author contradicts the advocate of American Imperialism from two angles: the reality and the history. And he lays such misunderstandings at the door of America’s foreign policies, which has weakened the soft power of America. In addition, the author also exhorts Americans not to be misled by the unreal metaphor in the global information age.The realityBecause some people are proud of the metaphor of American Empire and intend to support hegemonic foreign policies, which will harm the soft power, it is necessary to point up the danger of this tendency.In recent years, America’s soft power has declined a lot due to its foreign policies. In 2003, anti-Americanism mood got to the top. Relevantly, more and more teenagers are resisting America’s policies and it has spread to economy, movies and something else. Besides, other countries have also generated the same mood. Some refuse to cooperate with America in the war on terrorism. For instance, Pakistan and others begin to question the real aim of America’s international actions, especially the military actions, such as the unpopular Iraq War. By and large, these adverse results are all related to the decline of America’s soft power, which is caused by America’s foreign policies and finally reacts on them.However, it was another situation not so long ago when America had not been misled by the delusion of American empire. With a series of wise foreign policies, America set a positive image and could easily get what they wanted through international cooperation. And here are some convictive examples. The military success in Afghanistan depended on close civilian cooperation on the basis of sharing. When it comes to the North Atlantic Treaty Organization and the US-Japan security treaty, it is clearer to see that a strong soft power benefits America greatly.America looks down upon the UN, gets into enmity and isolation, excessively believes in its military force and has not been aware of such situations. What’s more, the international situation has changed a lot and the greatest threats to every country are no longer from each other but from transnational terrorism and weapons of mass destruction, especially their combination. Under such circumstances, America is not able to solve problems by itself. Even if this is possible, America will have to pay a big price that could have been avoided. Therefore, America should combine its hard power and soft power, share and cooperate with other countries in this international information age.The historyIn this part, the author argues that America was not and will never be an empire. Firstly, he points up that the term “American empire”is just a metaphor and urges people not to be misled. Secondly, although America is stronger in economic and military fields than other countries, it is not objective to define America as an empire because America has never taken direct political control over others as the real empires used to do. Finally, America’s institutions and people have never agreed to act like an empire and the history has also proved that America’s regime could not afford what an empire needs.In conclusion, the author wants to prove that America is not an empire and to urge people not to take the metaphor seriously. Instead, the soft power and the wise foreign policies should be the focus in this international information age.。
