提案(proposal)与议案(motion)的区别 首先，提案只能由政协委员提出，议案只 能由人大代表提出。 其次，在法律效力方面，人民代表大会是 权力机关，人大代表的议案一经通过，就 具有法律效力。政协委员提案是民主监督 的一种形式，没有法律的约束力。 最后，在提出时间方面，人大代表议案， 一般只在大会期间提出，而政协委员提案， 既可在全体会议期间提出，也可在休会期 间提出。

“两会（the two sessions）”是 “全国人民代表大会 (the National People's Congress) ”和“中国人民政 治协商会议(the Chinese People's Political Consultative Conference)” 的简称。每年3月份“两会”先后召开全 体会议一次，每5年称为一届(term)，每 年会议称X届X次会议(The xth Session of the xth National People’s Congress)。
