姜成康局长上任伊始，曾在全国烟草专卖局长座谈会上明确提出：国家对烟草实行专卖制度，其目的就是要维护消费者利益，保证国家财政收入。

其次，要努力构建诚信体系，凸现中国烟草言之有信，言而必行的大企业风范。

我工作在全国烤烟生产先进县陆良，近年来陆良从标准化生产入手，从规范化管理着力，用更新的理念，更高的标准，更实的举措，下大功夫打造全国特色烟叶产区，由烤烟生产大县向烤烟生产强县过度，由数量效益型向质量效益型转变。
为提高烟叶的质量，从大田理墒抓起，科学调整烤烟的株距、行距、墒高，抓实播种育苗，变一家一户分散育苗为集中统一育苗，降低了烟农的生产成本，节省了劳力，更重要的是杜绝了杂劣品种，提高了烟叶纯度。
抓好合理施肥用药，抓死大田移栽的节令，抓紧烘烤设施的改善。
在规范化的管理过程中，陆良公司采取了超前谋划的战略，做细做实基础工作。
