This plan includes all information and operation procedures required by Guideline of Garbage Management Plan which is established by IMO.本“计划”包括了国际海事组织制定的“垃圾管理计划编制指南”所要求的全部资料和操作程序。

This plan established in working language is for the using of crewmembers on shipboard.本“计划”是为了船船员在船上使用，以船员使用的工作语言编写。

Personnel should be trained to recognize different waste categories and actively encouraged to comply with the Garbage Management Plan.一上船，每位人员均熟悉本计划所述之垃圾收集点之位置、贮存程序、处理程序及抛弃程序。

人员应予以教育训练以了解垃圾分类，并且积极地鼓励以符合本垃圾管理计划。

Personnel are required to participate in the garbage management system as specified in this plan. Instruction and familiarization with onboard facilities, including the routine for garbage management, should be provided for personnel joining the ship.要求人员参与本计划之垃圾管理制度，新上船人员应给与说明，使其了解船上设施，包括了解船上例行之垃圾管理。

Personnel are also to be made aware of the location of special areas designated under MARPOL, Annex V and instructed on the disposal and discharge requirements to be adhered to while in those areas.人员也应了解防止船舶污染国际公约附录V所界定之特别海域，当船在该等海域时，知悉其抛弃及排泄要求。

1．Responsibilities of the personnel implemented Garbage Management Plan《垃圾管理计划》实施人员职责1.1 Responsibilities of the personnel taking all responsibilities总负责人职责The Master takes all responsibilities to implement Garbage Management Plan, his main responsibilities are:本船《垃圾管理计划》实施总负责人是本船船长，其主要职责是：（1）take responsibilities to implement Garbage Management Plan on shipboard overall;负责垃圾管理计划在船上全面贯彻实施；（2）take responsibilities to organize crewmembers to training and education;(At least once every three months) 负责组织全体船员的培训、教育工作；(至少每三个月一次)（3）organize crewmembers to contingency handling and report to administrative offices in time, when taking place the garbage pollution incidents.船舶发生垃圾污染事故时，组织船员进行应急处理并及时报告主管机管机关。

1.2 Responsibilities of person in charge particular implementation具体实施负责人职责C/O takes all responsibilities to particular implementation of Garbage Management Plan, his main responsibilities are:本船《垃圾管理计划》具体实施负责人是本船大副，其主要职责是：（1）take responsibilities to organize garbage manager to implement Garbage Management Plan;负责组织垃圾管理人员实施垃圾管理计划；（2）take responsibilities to the training and exercise of garbage manger;负责垃圾管理人员培训和训练工作；（3）direct the on-site contingency handling when the ship takes place garbage pollution incidents;船舶发生垃圾污染事故时，现场指挥应急处理工作；（4）take responsibilities to the liaison of garbage receiving handling matters;负责联系垃圾接收处理事宜；（5）take responsibilities to record and keep the Garbage Record Book.负责垃圾记录簿记录和保管。
