1.2 教育公平的含义 Definition of educational equity
教育公平在宏观上指适龄儿童和青少年享有同等的受
教育权利和机会,享有同等的公共教育资源服务;在 微观上指教育者(教师)应同等地对待每个受教育者 (学生),而不应有任何歧视。 From the macro point of view, educational equity refers to every school-age child having the same educational rights and opportunity, share the same public educational resources; from the micro point of view, educational equity refers to every educator (teacher) should treat every educatee (student) equally, without any discrimination.

Educational equity is the
on the process of education, educational equity can be reflected as starting point equity, process equity, and outcome equity. Starting point equity refers to educational right and chances, the bases of process and outcome equity. Process equity refers to the allocation equity of public educational resources, which is material insurance for the realization of starting point and outcome equity. Outcome equity refers to educational quality equity, which is the goal of educational equity.

分析范围包括正规三级教育中的义务教育和非
义务教育公平,三级教育在区域间和群体间的 公平,尤其是弱势群体的教育公平。 The research scope includes compulsory and non-compulsory educational equity in formal three-grade education system, educational equity across regions and groups, especially equity for disadvantaged groups.
